CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES March 20, 2018 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Eyer called the meeting to order at 5:30 p.m. Council present: Dianne Brudnicki, Matthew Eyer, Amy McHenry, Michelle Hogg, Jennifer Knaplund, Jason Walker, Becky Nixon Staff present: Lara Thomas, Boyd Benson, Carey Hert, Shaun Tozer, Cheri James, Jodi Wycoff I. Good of the Order Councilmember Walker discussed the letter from the City to Puget Sound Regional Council regarding the scoping of the proposed environmental review for Vision 2050. Councilmember Nixon said there is a meeting at the Fire Department on March 28th regarding the Fire District bond that is coming up on the April special election. Mayor Pro Tem Eyer said that he met with Riverview School District and they suggested bringing City of Carnation into the conversation regarding the school impact fee. II. Items 1. Wellness Committee Presentation Shaun Tozer, Project Manager, Cheri James, Administrative Assistant and Jodi Wycoff, City Clerk, gave a presentation summarizing the Wellness Committee’s work in 2017 and plans and goals for 2018. 2. 2018 Comprehensive Plan Amendment Docket Lara Thomas, Planning Director, reviewed each of the proposed docket items and reviewed the next steps in the process. 3. Pre-Application Update Lara Thomas, Planning Director, reviewed projects that have come in for pre-application review since the development moratorium lifted at the end of February. 4. Big Rock Ballfields Restroom/Sewer Project Update Boyd Benson, Public Works Director, said that they should know within the next week if the Recreation Conservation Office (RCO) grant is approved and that staff is asking Council to authorize the Mayor to execute the grant agreement during the regular meeting this evening. Committee of the Whole Meeting 03/20/18 Approved 04/03/18  Mr. Benson reviewed the timeline for going out to bid for the sewer main work if the grant is approved. Mr. Benson also said that staff is requesting Council to approve a contract amendment for design of the electrical work required for the restroom facility. Lastly, Mr. Benson reviewed current work on the Ballfields project. III.
