CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 1, 2018 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Eyer called the meeting to order at 5:31 p.m. Council present: Matthew Eyer, Amy McHenry, Michelle Hogg, Jennifer Knaplund, Jason Walker, Dianne Brudnicki Staff present: Matthew Morton, Lara Thomas, Boyd Benson, Lindsey Vaughn, Jodi Wycoff I. Items 1. Good of the Order Councilmember Knaplund reported on research she has done on co-working sites which would allow business start-ups or telecommuters to share office space at a lower cost than renting an entire building. Mayor Pro Tem Eyer said that the School Impact Fee Ad-hoc Committee is scheduled to meet with the School District this week and he will bring back a report at an upcoming meeting. 2. WRECK Center lease/City Hall process Matthew Morton, City Administrator, gave a brief presentation outlining the options for extending the current lease or selling the building. Mr. Morton also reviewed the various steps needed to begin the process of design and siting a future civic center that would include a new city hall. After discussion, Council directed staff to bring back a lease extension option and plans to put the lease revenue towards the studies needed for a new civic center/city hall. 3. Planning Department Update Lara Thomas, Planning Director, gave a presentation to review the Planning Department’s current work plan. Ms. Thomas also reviewed a matrix of new development as well as other special projects that staff is working on. 4. City Administrator Report (moved from regular Council agenda) Economic Development Advisory Group update - Matthew Morton, City Administrator, reported that the advisory group kick-off meeting is scheduled for next week. Mr. Morton gave a summary of the advisory group process and future meetings that will take place. Committee of the Whole Meeting 05/01/18 Approved 05/15/18 Mr. Morton said that staff is looking at ways to improve the utility billing processes and related code sections to better serve utility customers. II.
