CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 15, 2018 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Eyer called the meeting to order at 5:31 p.m. Council present: Matthew Eyer, Amy McHenry, Michelle Hogg, Jennifer Knaplund, Jason Walker, Dianne Brudnicki Staff present: Matthew Morton, Boyd Benson, Carey Hert, Lindsey Vaughn, Jodi Wycoff, City Attorney Rachel Turpin I. Good of the Order Councilmember Hogg invited everyone to the next Sound Cities Association Public Issues Committee meeting. Mayor Pro Tem Eyer said that the School Impact Fee Ad-hoc Committee met with the School District and representatives from City of Carnation to discuss options for the School Impact Fee. After Council discussion, Mayor Pro Tem Eyer said that he will draft a letter from Council to the District and bring the letter to Council for review. II. Items 1. Ethics Policy Councilmember Hogg said that, as requested, she spoke with City of Kirkland regarding their policy and that since implementing the policy, they have not had to take any enforcement action. Rachel Turpin, City Attorney, reviewed and answered questions she received about the draft policy. Ms. Turpin then answered additional questions from Council. Council requested samples of what other cities have experienced when having to enforce their respective ethics policies. This item will be brought back for further discussion at a future meeting. 2. Sewer Utility Update Boyd Benson, Public Works Director, gave a presentation to review current programs, projects and other activities within the Wastewater (sewer) Treatment Department. III.
