COMMITTEE OF THE WHOLE MINUTES
November 6, 2018 – 4:00 p.m.
Riverview Educational Service Center – 15510 – 1st Ave NE
Mayor Pro Tem Eyer called the meeting to order at 4:07 p.m.
Council present: Matthew Eyer, Michelle Hogg, Mike Remington, Dianne Brudnicki,
Jason Walker, Jennifer Knaplund, Amy McHenry
Staff present: Lara Thomas, Lindsey Vaughn, Carey Hert, Jodi Wycoff
I. Good of the Order
Councilmember Hogg announced that the next Sound Cities Association Public Issues Committee
(PIC) meeting has a pre-PIC meeting about social media and invited Council to attend.
Councilmember Walker asked about the City’s solid waste agreement which is scheduled to expire
at the end of 2019. Mayor Ockerlander said that she is looking to extend the agreement by at least
one year to allow sufficient time for either re-negotiations or a request for proposals process.
Mayor Ockerlander said she will bring a letter of intent forward for Council’s review and approval.
Jodi Wycoff, City Clerk, said that the first meeting in January is scheduled for Wednesday, January
2nd and asked Council if they would like to consider cancelling the meeting. Council asked that the
item be on the December 4th agenda for further discussion.
Mayor Pro Tem Eyer said that he is beginning to work on the 2019 Council Retreat agenda and
would like Council’s input on suggested topics. Mayor Pro Tem Eyer also said that his term as
Mayor Pro Tem will expire at the end of this year and Council needs to choose a new Mayor Pro
Tem before the end of the year.
II. 2019/2020 Proposed Budget - Department Presentations
Duvall Cultural Commission
Betsy MacWhinney, Duvall Cultural Commission (DCC) member, gave a presentation to
review DCC’s vision, accomplishments, challenges and goals.
Mayor Ockerlander handed out and reviewed a presentation introducing the proposed
2019/2020 Duvall Cultural Commission budget.
III. 2019/2020 Proposed Budget – General Budget Discussion
Lindsey Vaughn, Finance Director, gave a brief presentation to review the changes made to the
proposed budget since the last presentation and answered questions from Council.
Councilmember Knaplund handed out and reviewed a suggested rate schedule for the Big Rock
Ballfields user fees.

Mayor Pro Tem Eyer handed out his suggestions for budget notes to be discussed at a future
meeting.
IV. Adjournment
The Committee of the Whole adjourned at 6:57 p.m.
