CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES December 4, 2018 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Eyer called the meeting to order at 5:32 p.m. Council present: Matthew Eyer, Michelle Hogg, Mike Remington, Dianne Brudnicki, Jason Walker, Jennifer Knaplund, Amy McHenry Staff present: Lara Thomas, Lindsey Vaughn, Carey Hert, Diana Hart, Shaun Tozer, Jodi Wycoff I. Good of the Order There were no items for Good of the Order. II. Mayor Pro Tem – 2019/2020 Mayor Pro Tem Eyer led a discussion regarding the Mayor Pro Tem position for 2019/2020. Each councilmember expressed whether they were interested in the position or not. Formal nomination and election of the new Mayor Pro Tem will occur during the regular City Council meeting. III. Final Proposed 2019/2020 Proposed Budget Review Mayor Ockerlander announced that staff is not asking for adoption of the budget at tonight’s meeting to allow time for Council to review the final proposed budget and ask staff questions before adoption. There is a Special City Council meeting scheduled for Tuesday, December 11th in the Duvall Visitor Center and Council may be asked to adopt the budget at that meeting. Lindsey Vaughn, Finance Director, gave a presentation to review revenue and expenditure changes since the last proposed budget was released. Ms. Vaughn also explained the difference in the terms “reserved” versus “unreserved” from the State Auditors Office’s perspective. Staff answered questions from Council about possible water rate increases and how that would affect the budget. IV.
