CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES February 19, 2019 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Remington called the meeting to order at 5:30 p.m. Council present: Michelle Hogg, Mike Remington, Dianne Brudnicki, Amy McHenry, Jennifer Knaplund, Matthew Eyer, Jason Walker Staff present: Lara Thomas, Troy Davis, Jodi Wycoff, Shaun Tozer, Larissa Polenco, Steve Sabourin I. Good of the Order Councilmember Knaplund said that there is a community member who has expressed interest in opening an office for people to telecommute from and she is going to follow up to see if there is anything the City might be able to do to assist. Mayor Pro Tem Remington reminded everyone that the Council Retreat is this Saturday, February 23rd, at the Duvall Visitor Center. II. Items 1. 3rd Avenue Right-of-Way Vacation Troy Davis, Senior Planner, gave a presentation explaining the history of the original Right-of- Way vacation in this location as well as the need for the revision. The right-of-way vacation needs to be revised due to a numerical error and to include approximately 80 square feet of additional right-of-way vacation within the southern turning radii of 3rd Avenue and future Street V. Mr. Davis said that the vacation process takes two steps. The first step is to set a public hearing by resolution which is being presented to Council on tonight’s agenda. 2. 2019 Staff Work Plan Lara Thomas, Interim City Administrator, explained that during a recent staff retreat, each department presented their 2019 work plan, focusing on the first six month of the year. Ms. Thomas showed a sample of the presentations and explained that Administration intends to compile all of the work plans and work with directors to prioritize them. Ms. Thomas said that there will be a follow up staff retreat to review the status of the work plans and look at the second half of the year. 3. Snow Storm Response Shaun Tozer, Project Manager, gave a presentation to review the response efforts for the recent snow storm series and following days.
