CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES March 19, 2019 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Remington called the meeting to order at 5:30 p.m. Council present: Michelle Hogg, Mike Remington, Dianne Brudnicki, Amy McHenry, Jennifer Knaplund, Matthew Eyer, Jason Walker Staff present: Lara Thomas, Carey Hert, Jodi Wycoff, Steve Leniszewski, Cheri James, Diana Hart I. Good of the Order There were no items for Good of the Order. II. Items 1. Facility Rental Fees Resolution Mayor Pro Tem Remington led a discussion with Council about the proposed fees. Jeff Rasumussen, Unit Director for Monroe Boys & Girls Club, expressed their interest in a ten-week lease of the WRECK Center for a summer program. After further discussion, Council gave the following direction to staff regarding the proposed fees: amend the resolution to state that the fees are for short-term use, not long-term leases; set the fee for the Rose Room at $15.00/hour for all user types; set the fees for the WRECK Center and Duvall Visitor Center at $25.00/hour for non- profit and community groups and $35.00/hour for for-profit and private events; and set the fees for the Depot Building at $15.00/hour for non-profit and community groups and $25.00/hour for for- profit and private events. 2. Transportation Benefit District Ad-Hoc Committee Councilmember Eyer, chair of the committee, said that they believe that we should be putting all the funds collected towards maintenance and preservation (M/P). They recommended 90% of the funds go towards M/P and 10% can/will be used towards required grant matching funds. The grant matching funds can be for M/P as well as capital roadway projects when necessary. Steve Leniszewski, Public Works Director, said that next steps will include putting a high-level project list/description of work together using the 2014 pavement management plan as a starting point. 3. Financial Policy Ad-Hoc Committee No report. III.
