COMMITTEE OF THE WHOLE MINUTES
April 16, 2019 – 5:30 p.m.
Riverview Educational Service Center – 15510 – 1st Ave NE
Mayor Pro Tem Remington called the meeting to order at 5:30 p.m.
Council present: Michelle Hogg, Mike Remington, Jason Walker, Amy McHenry,
Jennifer Knaplund, Matthew Eyer (absent: Dianne Brudnicki)
Staff present: Lara Thomas, Jodi Wycoff, Steve Leniszewski
The Committee of the Whole meeting began with a tour of the WRECK Center building, 26512 NE
Stella St. Steve Leniszewski, Public Works Director, led a tour of the building explaining the history of
renovations and current building condition.
Mayor Pro Tem Remington called the meeting back to order at 6:00 p.m.
I. Good of the Order
Mayor Pro Tem Remington invited guests, Bryant Hawthorne and Jennifer Stogner to speak. Mr.
Hawthorne expressed interest in partnering with the City for use of the W.R.E.C.K. Center as a co-
working space for residents who work from home.
II. Items
1. Transportation Benefit District Ad-Hoc Committee
Steve Leniszewski, Public Works Director, led a discussion to firm up details for the open house to
receive community feedback on the proposed sales tax increase. The open house will be held on
Tuesday, June 4th. The regular Council meeting will be from 5:00 p.m. to approximately 6:30 p.m.
and the open house will begin at 7:00 p.m. Location is still being determined. The open house will
be advertised via utility bill insert, website, social media and official public notices.
2. Financial Policy Ad-Hoc Committee
Councilmember Walker reviewed a summary of eight general budget policies that the committee
has drafted. They include adoption of biennial budget and amendments to that budget, service level
priorities, Council priorities, adoption of a budget calendar, work together to amend the proposed
budget, the mid-biennium review expectation, one-time revenues to one-time expenditures, and
forecasting methodology. Councilmember Walker said that the committee will fine-tune the policy
language and bring back to Council for further review at a future meeting.

3. Council Ethics Policy Ad-Hoc Committee
Councilmember Hogg reported that the committee will bring the draft policy to the next Committee
of the Whole meeting for discussion.
4. Depot Building Maintenance Project
Steve Leniszewski, Public Works Director, said that he completed some research regarding
Council’s suggestion to look at the option of creating a doorway on the east side of the Depot
building in lieu of replacing the entire existing deck. The research shows that that option will
trigger ADA compliance requirements including restroom renovations and door widths which
could then trigger additional interior renovations. This discussion was continued during the regular
Council meeting.
III. Adjournment
The Committee of the Whole adjourned at 6:57 p.m.
