COMMITTEE OF THE WHOLE MINUTES
May 7, 2019 – 5:30 p.m.
Duvall Visitor Center – 15619 Main Street NE
Mayor Pro Tem Remington called the meeting to order at 5:30 p.m.
Council present: Michelle Hogg, Mike Remington, Amy McHenry, Jennifer Knaplund, Matthew
Eyer, Dianne Brudnicki
Staff present: Carey Hert, Jodi Wycoff, Steve Leniszewski, Diana Hart, Chris Miller
(Snoqualmie IT)
The Committee of the Whole meeting began with a tour of the Duvall Visitor Center building. Steve
Leniszewski, Public Works Director, led a tour of the building focusing on the current building
condition and issues that were pointed out in the recent inspection.
Mayor Pro Tem Remington called the meeting back to order at 6:00 p.m.
I. Good of the Order
Mayor Pro Tem Remington announced that Councilmember Jason Walker resigned his seat
effective today.
Council asked Chris Miller, Snoqualmie IT Department, various questions related to their IT needs.
Council asked Steve Leniszewski, Public Works Director, questions related to Riverside Avenue,
alleys and unimproved right-of-ways, sidewalk access, projects being done by property owners in
the downtown area and the City’s HVAC maintenance contract.
Council discussed the Duvall Visitor Center inspection report and the process of looking at all City
facilities to assess their condition and prioritize the needs for maintenance and repairs.
II. Items
1. Clear & Grade Permit Fee
Steve Leniszewski, Public Works Director, reviewed the packet documents and results of staff
research on how other jurisdictions in the area charge their clear and grade permit fees.
2. Council Ethics Policy Ad-Hoc Committee
Councilmember Hogg reviewed the policy development and process to this point and said the
committee will meet with Interim City Administrator, Lara Thomas and Mayor Ockerlander and
then the City Attorney before the next draft goes before Council.

2. Financial Policy Ad-Hoc Committee
Councilmember Knaplund gave a brief update on the committee’s work on the policy to date.
Council discussed the need to possibly replace former Councilmember Walker on the ad-hoc
committees.
III. Adjournment
The Committee of the Whole adjourned at 6:45 p.m.
