CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES July 2, 2019 – 5:30 p.m. Riverview Educational Service Center 15510 – 1st Ave NE Mayor Pro Tem Remington called the meeting to order at 5:32 p.m. Council present: Michelle Hogg, Mike Remington, Amy McHenry, Jennifer Knaplund, Matthew Eyer, Dorothy Lengyel (absent: Dianne Brudnicki) Staff present: Lara Thomas, Steve Leniszewski, Jodi Wycoff, Diana Hart I. Good of the Order Councilmember Knaplund asked about the new LED streetlights that are being installed throughout the City. Steve Leniszewski, Public Works Director, gave a brief presentation regarding the lighting upgrade being done by Puget Sound Energy and answered additional questions from Council. II. Items 1. Final Plat Process/The Ridge at Big Rock Steve Leniszewski, Public Works Director, gave a presentation to review the final plat process of phases A and C of the overall project. Mr. Leniszewski also reviewed a design issue of one of the intersections within the development and the resolutions proposed to fix the issue. 2. Q2 Budget Amendment Steve Leniszewski, Public Works Director, and Lara Thomas, Interim City Administrator, reviewed proposed budget amendments including a request for funds for new computer equipment for City Hall, additional funds for the street fund, the Big Rock Ballfields fund, the streets capital fund, the parks capital fund, and the sewer operations fund. Some amendments are also to recognize additional revenue and reduction in expenses. Mr. Leniszewski also reviewed a proposal to fill vacant crew lead positions in the Public Works Maintenance department and to create specific programmatic work groups among the crew members and the potential impact these changes will have on the budget. Ms. Thomas said that there will be a discussion at the next meeting about 2018 year-end and where the City’s budget is currently. 3. Standing Council Committees Mayor Pro Tem Remington led a discussion with Council about re-establishing the Council Standing Committees. Councilmembers Knaplund, Lengyel and Hogg volunteered to fill the Finance and Administration Committee temporarily until Council can have further discussions about all of the Committees.
