CITY OF DUVALL CITY COUNCIL DRAFT COMMITTEE OF THE WHOLE MINUTES October 1, 2019 – 5:30 p.m. Riverview Educational Service Center 15510 – 1st Ave NE Mayor Pro Tem Remington called the meeting to order at 5:34 p.m. Council present: Michelle Hogg, Mike Remington, Amy McHenry, Jennifer Knaplund, Dorothy Lengyel, Dianne Brudnicki, Matthew Eyer Staff present: Lara Thomas, Steve Leniszewski, Jodi Wycoff, Carey Hert I. Good of the Order Mayor Pro Tem Remington noted his appreciation for the monthly newsletter that goes out in the utility bills. Councilmember Lengyel shared a quote about public service. Councilmember Hogg announced the Eastside Community Forum on Homelessness and Poverty on October 28, 2019 in Redmond and said they would like representation from Duvall. Councilmember Hogg also said that she intends to request an item on tonight’s Council agenda to discuss Human Services Grant funding for 2019. II. Items: 1. Council Committees Mayor Pro Tem Remington handed out draft procedures for Standing Council Committees and led a discussion about the various topics on this subject that will discussed more thoroughly during the Council Workshop on October 18th. 2. City Facilities Steve Leniszewski, Public Works Director, reviewed a list of maintenance and repair needs for the various City buildings and explained his approach to prioritizing them. Mr. Leniszewski asked Council to give some direction on what items should be worked on. After discussion, there was general consensus to allow staff to work on minor repair and maintenance issues unless they are related to a building that is being reviewed for possible surplus and sale or any safety-related work. Mr. Leniszewski said that there will likely need to be Council action to release funds that were reserved for this type of work. III.
