COMMITTEE OF THE WHOLE MINUTES
October 15, 2019 – 5:30 p.m.
Riverview Educational Service Center 15510 – 1st Ave NE
Mayor Pro Tem Remington called the meeting to order at 5:35 p.m.
Council present: Michelle Hogg, Mike Remington, Amy McHenry, Jennifer Knaplund, Dorothy
Lengyel, Dianne Brudnicki, Matthew Eyer
Staff present: Lara Thomas, Jodi Wycoff, Andrew Lathem
I. Good of the Order
Andrew Lathem, Snoqualmie IT, reviewed the days that he is on-site in Duvall.
Councilmember Eyer asked, and Council discussed, the rules about councilmembers expressing
their personal opinions about Duvall ballot measures.
Councilmember Knaplund reviewed her research on what is considered “service” on the sales tax
reports.
Councilmember McHenry announced that the next two Council Chats are on October 24th and
November 20th.
Councilmember Brudnicki asked about the Trick or Treat event at City Hall. Mayor Ockerlander
said they need donations for candy and volunteers to hand out candy during the event.
Mayor Pro Tem Remington said that staff has reserved the Visitor Center for possible special
meetings or workshops on Tuesdays through December in case there is a need for additional mid-
biennial budget review meetings.
II. Items:
1. Human Services Grant Ad-Hoc Committee
Mayor Pro Tem Remington said that Council decided to use the current policy for this upcoming
grant cycle and asked for volunteers to sit on an ad-hoc committee to assist with reviewing and
ranking the applications and possibly work on editing the policy. Councilmembers McHenry and
Eyer volunteered to be on the committee.
2. Council Workshop Update
Mayor Pro Tem Remington reviewed the agenda for the October 18th Council Workshop and asked
Council to review the documents that have been given to them related to the workshop topics. Mr.
Remington handed out a list of current committees and possible future committees for Council to
consider.

3. Legislative Agenda Update
Mayor Ockerlander reviewed the City’s 2019 Legislative Agenda and discussed which items would
be appropriate to move forward to their 2020 Legislative Agenda. Mayor Ockerlander said she has
also asked staff to think about small projects to ask for Capital funding for from the State. Mayor
Ockerlander asked Council to review the current Legislative Agenda and prepare to discuss at a
future meeting with a goal of finalizing the Agenda by the end of November. Council discussed
meeting with local legislators, possible changes to the Growth Management Act that would affect
Duvall and advocating for citizens that live outside city limits because they come to the City for
services.
4. Regional Boards/Committees
Mayor Ockerlander said that Sound Cities Association (SCA) appoints members to regional boards
and committees. It is important to coordinate which committees each councilmember is interested
in because SCA only allows one applicant for each committee from an agency. Mayor Ockerlander
asked Council to let her know which committees they are interested in.

than the regular Council meeting:

Mayor Ockerlander gave an update on recent and upcoming events and meetings.
6. Council Reports
Councilmember Knaplund said she attended a Short Course on Local Planning class recently and
would like to see this class presented in Duvall.
Councilmember Hogg reported on the recent Sound Cities Association Public Issues Committee
meeting.
7. Council Committee Reports
Finance & Administration Committee - Councilmember Hogg said the latest meeting summary
should be available to Council soon and said that the committee discussed the part time accountant
position.
III. Adjournment
The Committee of the Whole adjourned at 6:55 p.m.
