COMMITTEE OF THE WHOLE MINUTES
November 5, 2019 – 5:30 p.m.
Riverview Educational Service Center 15510 – 1st Ave NE
Mayor Pro Tem Remington called the meeting to order at 5:32 p.m.
Council present: Michelle Hogg, Mike Remington, Amy McHenry, Jennifer Knaplund, Dorothy
Lengyel, Dianne Brudnicki, Matthew Eyer
Staff present: Lara Thomas, Carey Hert, Jodi Wycoff
I. Good of the Order
Mayor Pro Tem Remington said he looks forward to the results of tonight’s election. Mr.
Remington also expressed his appreciation to the community for coming together after recent
losses.
Councilmember Lengyel said that the Finance and Administration Committee is talking with staff
about the possibility of partnering with University of Washington to have students in a variety of
programs assist the City with certain projects and possible internship opportunities.
Councilmember Hogg asked for Council’s feedback on a recent email she sent regarding King
County Regional Homelessness Authority information. Council discussed some of their concerns.
Councilmember McHenry said that she would like to keep form of government on Council’s list of
topics to talk about in the future and perhaps look at forming an ad-hoc committee to assist with
researching the options prior to the formal discussion.
II. Items:
1. Snoqualmie Basin Work Program - King County River & Floodplain Management Section
Chase Barton, Supervising Engineer for Snoqualmie River Basin, gave a presentation giving a
review of recent projects they have completed in the Duvall area and a two-phase Snoqualmie
River Hydraulic and Hydrologic Study they completed. Mr. Barton said that they will be partnering
with King County Roads to do a Snoqualmie Valley Road Improvement Feasibility Study. Mr.
Barton also reviewed the Flood Warning Program and answered questions from staff and Council.
III. Good of the Order (continued)
Mayor Pro Tem Remington expressed Council’s concerns about the proposed schedule for
meetings and hearings related to the mid-biennium budget review and modification.

Lara Thomas, Interim City Administrator, asked Council about possible meeting dates for the
Auditor’s Exit Interview. Council requested the interview be held during or just prior to the
December 3rd Committee of the Whole meeting.
IV. Adjournment
The Committee of the Whole adjourned at 7:00 p.m.
