CITY OF DUVALL CITY COUNCIL SPECIAL COMMITTEE OF THE WHOLE MINUTES November 26, 2019 – 5:30 p.m. Duvall Visitor Center – 15619 Main Street NE Acting Mayor Pro Tem Eyer called the meeting to order at 5:37 p.m. Council present: Michelle Hogg, Amy McHenry, Jennifer Knaplund, Dorothy Lengyel, Dianne Brudnicki, Matthew Eyer (attending via telephone: Mike Remington) Staff present: Lara Thomas, Steve Leniszewski, Jodi Wycoff I. Good of the Order Jodi Wycoff, City Clerk, announced that the State Auditor Exit Conference has been rescheduled to January 7, 2020. II. Items: 1. 2019/2020 Budget Mid-Biennium Review & Modification Lara Thomas, Interim City Administrator, introduced Mike Bailey, consultant, and gave a brief summary of a meeting they had recently. Mr. Bailey discussed his view and history working on a mid-biennium review process. Ms. Thomas and Steve Leniszewski, Public Works Director, reviewed the packet documents as well as what staff has worked on to prepare for the mid- biennium review and modification. Ms. Thomas said that there are no proposed amendments or adjustments to the adopted budget for this review. Ms. Thomas reviewed the assumptions that were used during the 2019/2020 budget process and the actuals to date as well as items that staff is going to continue to monitor through 2020. Councilmember Knaplund and Lengyel reviewed the Finance and Administration Committee summary from their November 20th meeting related to the mid- biennium review and modification. Council discussed their concerns related to revenue projections, staffing levels, cost recovery and ongoing costs. Ms. Thomas, Mr. Leniszewski and Mayor Ockerlander then answered questions from Council. III.
