SPECIAL COMMITTEE OF THE WHOLE MINUTES
December 10, 2019 – 5:30 p.m.
Duvall Visitor Center – 15619 Main Street NE
Mayor Pro Tem Remington called the meeting to order at 5:39 p.m.
Council present: Michelle Hogg, Amy McHenry, Jennifer Knaplund, Dorothy Lengyel, Michael
Remington, Matthew Eyer (absent: Dianne Brudnicki)
Staff present: Lara Thomas, Steve Leniszewski, Troy Davis, Jodi Wycoff
I. Good of the Order
Councilmember Lengyel said that she intends to request that the attorney services contract be
removed from the regular agenda.
II. Items:
1. Riverview School District 10% Annexation Petition
Troy Davis, Senior Planner, gave a brief presentation reviewing the proposed annexation area. Mr.
Davis said that State law requires a meeting between the applicant and the City Council to discuss
the annexation within 60 days of the application. Mr. Davis reviewed the options City Council has
related to the annexation, staff’s recommendations and next steps in the process. Dr. Anthony
Smith, Riverview School District Superintendent, said that the parcel they are requesting to be
annexed is surrounded by parcels already annexed into Duvall city limits and they would like all
properties they own to be in one jurisdiction rather than to have to work with multiple jurisdictions
to develop the property in the future. Dr. Smith then answered questions from Council related to
parking.
2. 2019/2020 Budget Mid-Biennium Review & Modification
Lara Thomas, Interim City Administrator, summarized changes to the documents since the last
meeting including adding full-time equivalent (FTE) information to many of the charts. Steve
Leniszewski, Public Works Director, reviewed changes to the organizational chart, specifically the
Wastewater Treatment Plant including plans for future staffing in that department. Ms. Thomas and
Mr. Leniszewski answered questions from Council regarding FTE allocations.
Councilmember Hogg requested that the $400,000 that is listed in both general fund revenues and
restricted fund expenditures, which was related to the potential sale of the WRECK Center, be
removed since there is still not a decision about selling the building.
There was a discussion regarding concerns about the budget process.
