CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES December 17, 2019 – 5:30 p.m. Riverview Educational Service Center 15510 – 1st Ave NE Mayor Pro Tem Remington called the meeting to order at 5:36 p.m. Council present: Michelle Hogg, Amy McHenry, Jennifer Knaplund, Dorothy Lengyel, Dianne Brudnicki, Matthew Eyer, Mike Remington Staff present: Steve Leniszewski, Carey Hert, Jodi Wycoff, City Attorney Hillary Graber I. Good of the Order Jodi Wycoff, City Clerk, reminded Council to review the website profiles and send her any edits they’d like to make. Councilmember Knaplund discussed a recent incident that involved a rock hitting a bus from an uncovered load from a dump truck and the current law that allows for no cover if the load is six or more inches below the top of the truck. Councilmember Knaplund asked and Council discussed if there is a way they can advocate to legislators to review this law or implement something for City streets. Councilmember Knaplund discussed possible options for local residents if they have concerns about the sex offender that was reported as moving to the area soon. Councilmember McHenry said that she spoke with local sports organizations about Council possibly volunteering to assist at sporting events and asked if Council might be interested. Council asked her to send them additional information. II. Items: 1. Standing Committees – Public Safety Committee Mayor Pro Tem Remington reported that Police Chief Hert requested that the Public Safety Committee be reconvened. Chief Hert handed out a list of items that the committee could assist with. Councilmembers Brudnicki, McHenry and Remington volunteered to be on the committee. 2. Amend Duvall Municipal Code Chapter 4.08 Councilmember Lengyel proposed an amendment to the proposed ordinance to require notice to Council if there are any changes to job titles or job descriptions. This item will be discussed further during the regular meeting. 3. Department Updates Due to time constraints, there were no updates. Committee of the Whole meeting 12/17/19 Approved 01/07/20 III.
