CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES March 3, 2020 – 5:30 p.m. Riverview Educational Service Center 15510 – 1st Ave NE Mayor Pro Tem Remington called the meeting to order at 5:34 p.m. Council present: Amy McHenry, Dorothy Lengyel, Dianne Brudnicki, Michelle Hogg, Mike Remington, Jennifer Knaplund (Absent: Matthew Eyer) Staff present: Steve Leniszewski, Dana Mason, Jodi Wycoff I. Good of the Order Jodi Wycoff, City Clerk, announced that the March 17th Committee of the Whole and Council meetings will be held in the Duvall Visitor Center due to a scheduling conflict in the regular facility. Ms. Wycoff also reminded Council that there will be a special meeting on March 24th at the Duvall Visitor Center. After discussion, it was decided to begin the meeting at 6:00 p.m. Steve Leniszewski, Public Works Director, gave a brief presentation regarding restrooms in the new parks in the Big Rock Ridge development. Mr. Leniszewski reviewed the options related to number and location of the restrooms. After discussion, there was general consensus to move forward with one permanent structure to be located for access from both parks. Mayor Pro Tem Remington gave a brief update on discussions the City is involved in related to the current public health concerns. Councilmember Knaplund gave an update on the recent Council Chat she attended and reviewed some of the questions she was asked. II. Items: 1. Council Retreat Follow Up Mayor Pro Tem Remington gave a summary of the discussions during the retreat and asked Council if there was any additional information they need related to facilities before making a decision, specifically focusing on the Duvall Visitor Center and the W.R.E.C.K. Center. Council discussed looking at revenue and expenditure details, reviewing the 2013 Capital Facilities Plan, and maintenance issues. Council also discussed funding sources for studies for a future facility and public process during decision making. 2. 2020 Council Work Plan Mayor Pro Tem Remington handed out the most current Council work plan and asked Council to review and give feedback. Council discussed transportation and ways they can advocate for transportation issues in and around Duvall. Committee of the Whole meeting 03/03/20 Approved 03/17/20 III.
