CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES April 21, 2020 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom meeting. Mayor Pro Tem Remington called the meeting to order at 5:31 p.m. Council present: Amy McHenry, Dorothy Lengyel, Dianne Brudnicki, Michelle Hogg, Mike Remington, Jennifer Knaplund, Matthew Eyer Staff present: Lara Thomas, Carey Hert, Steve Leniszewski, Dana Mason, Jodi Wycoff, Shaun Tozer, City Attorney Ann Marie Soto I. Good of the Order Councilmember Knaplund requested an update on the 275th Avenue NE sidewalk project. This item was discussed during the Administration Update on the regular Council agenda. Councilmember Hogg asked for a discussion at a special meeting or future Committee of the Whole meeting regarding potential budget impacts related to the COVID pandemic. Councilmember Lengyel thanked Steve Leniszewski, Public Works Director, for the report on the traffic corridor study that was included in a recent packet. II. Items: 1. Coronavirus (COVID-19) Pandemic Emergency Update Shaun Tozer, Interim Director of Emergency Management, gave a presentation to review the current COVID-19 public health emergency including information the City is tracking related to the emergency. Mr. Tozer and other staff members answered questions from Council. 2. 2021-2026 Six-Year Transportation Improvement Program (TIP) Steve Leniszewski, Public Works Director, reviewed the staff report and other documents included in the packet and answered questions from Council. Council discussed and asked questions about items including reviewing the costs associated with the various projects on the list and possibly asking the State to consider postponing the deadline for TIP submission due to the current public health emergency. 3. Consideration of an Interim Ordinance Temporarily Suspending Development Application and Permit Timelines Lara Thomas, Community Development Director/Interim City Administrator, reviewed the documents included in the packet and explained that the need for the temporary suspension in timelines is due to the current public health emergency. Ms. Thomas answered questions from Committee of the Whole meeting 04/21/20 Approved 05/05/20 Council. This item will be on a future agenda for further discussion unless an order from the Governor is issued for the entire state. III. Adjournment The Committee of the Whole adjourned at 6:53 p.m. Written Reports – There were no written reports were distributed in the Committee of the Whole packet.
