CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 5, 2020 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom meeting. Mayor Pro Tem Remington called the meeting to order at 5:42 p.m. Council present: Amy McHenry, Dorothy Lengyel, Dianne Brudnicki, Michelle Hogg, Mike Remington, Jennifer Knaplund, Matthew Eyer Staff present: Lara Thomas, Carey Hert, Steve Leniszewski, Dana Mason, Jodi Wycoff, Shaun Tozer I. Good of the Order Councilmember McHenry said she has been asked about possibly having a tree planting ceremony to honor 2020 graduates. Councilmember Knaplund thanked staff for addressing citizen concerns regarding the 275th Avenue sidewalk project and asked for a discussion at a future meeting regarding outlining project timing, citizen notifications, and related costs. Councilmember Lengyel said she would like to develop a report that would show specific information regarding capital projects. Steve Leniszewski, Public Works Director, shared a sample of a report he has begun developing. Councilmember Hogg requested a status update on the 275th Avenue sidewalk project. Steve Leniszewski, Public Works Director, gave an update on the permit process for the project. Mayor Pro Tem Remington recognized Carey Hert, Police Chief, for stepping in as Interim City Administrator and said that he returned to the Chief role full time as of April 1, 2020. II. Items: 1. COVID Budget Impacts Mayor Ockerlander reviewed possible funding opportunities that the City may receive from the federal, state and county governments. Dana Mason gave a brief presentation regarding revenue, including potential impacts from the COVID emergency, new revenues and items outlined on the March 2020 Financial Report. Mayor Ockerlander outlined measures that Administration is reviewing including restrictions on non-essential overtime, non-essential travel/training, and holding off on filling certain vacant positions. Council discussed issues including possible reductions to the legislative budget, financial planning, and re-looking at projects and contracts already approved. Council also discussed formalizing the restrictions mentioned and having a plan on how and when the restrictions will be lifted. Committee of the Whole meeting 05/05/20 Approved 05/19/20 2. 2019/2020 Budget Amendment Dana Mason, Finance Director, gave a presentation to review proposed budget amendments for the 2019/2020 Biennial Budget. This item will be on a future meeting for additional discussion. III.
