CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES September 1, 2020 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom meeting. Mayor Pro Tem Remington called the meeting to order at 5:33 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Dianne Brudnicki, Matthew Eyer Staff present: Carey Hert, Steve Sabourin, Michael DeBock, Steve Leniszewski, Dana Mason, Jodi Wycoff I. Good of the Order Jodi Wycoff, City Clerk, announced that Library Board meeting days have changed to the first Tuesday of each month. Councilmember Knaplund gave an update on recent meetings she has had with regional leaders regarding internet and broadband and said she would like to ask the community if there are any specific questions they would like Council to ask of the regional leaders in the future. Councilmember Lengyel said that she would like Council to discuss how often they would like an update from the Finance Director regarding the City’s financial status. II. Items: 1. Department Updates – Police Department Transition Carey Hert, Police Chief, and Michael DeBock, Lieutenant, gave a presentation outlining the succession plan the department has been working on beginning in 2016 and the plan moving forward into 2021-2022 as Chief Hert prepares to retire in June 2021. 2. Comparable Cities for Salary Study Ross Ardrey, NW Management Consulting, gave a presentation to review the cities he proposes to use as comparable for Duvall’s salary study. Council provided feedback including concerns that some of the proposed cities are very different than Duvall and that two smaller cities were removed from the original comparable report. Mr. Ardrey then answered questions from Council. 3. 2021-2022 Revenue Projections Due to time constraints, this item was presented during the regular Council meeting.
