COMMITTEE OF THE WHOLE MINUTES
November 5, 2020 – 5:00 p.m.
Virtual Only Meeting via Zoom
Due to public health emergency, this meeting was held remotely. All Councilmembers and staff
attended via Zoom meeting.
Mayor Pro Tem Remington called the meeting to order at 5:01 p.m.
Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer
Knaplund, Dianne Brudnicki
Staff present: Lara Thomas, Carey Hert, Steve Leniszewski, Dana Mason, Jodi Wycoff
I. Good of the Order
Councilmember Knaplund spoke about the possibility of asking WAVE to follow up on some of
the questions asked during their recent presentation as well as asking them about their low-income
program. Councilmember Knaplund also spoke about setting Council’s legislative priorities,
specifically transportation priorities.
Mayor Pro Tem Remington announced that Councilmember Matthew Eyer recently resigned his
seat and thanked him for his service. Other Councilmembers also spoke about their appreciation of
his service.
II. Items:
1. 2021-2022 Biennial Budget Presentations
Most presentations included, at a minimum, a department overview, expenditure summary, staffing
changes, if any, new items for the biennium, State or local mandates, carry over, if any, from the
previous biennium and items that were reduced or postposed due to economic cuts or staffing
capacity.
a. Internal Service Funds
b. Debt Fund
Dana Mason, Finance Director, reviewed the budget presentations for the Internal Service and
Debt funds and answered questions from Council.
c. Storm Drainage Fund
d. City-wide Capital Projects
Steve Leniszewski, Public Works Director, reviewed the budget presentations for the Storm
Drainage fund and City-wide Capital Project fund focused on facilities and answered questions
from Council.
Due to time constraints, the remaining Capital Project fund presentations were added to the
regular Council agenda.

III. Adjournment
The Committee of the Whole adjourned at 6:51 p.m.
