COMMITTEE OF THE WHOLE MINUTES
December 15, 2020 – 4:30 p.m.
Virtual Only Meeting via Zoom
Due to public health emergency, this meeting was held remotely. All Councilmembers and staff
attended via Zoom meeting.
Mayor Pro Tem Remington called the meeting to order at 4:33 p.m.
Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer
Knaplund, Dianne Brudnicki
Staff present: Lara Thomas, Carey Hert, Steve Leniszewski, Dana Mason, Jodi Wycoff
I. Good of the Order
Mayor Pro Tem Remington requested to move the October 2020 Financial Report to the end of the
meeting to allow enough time for budget discussions. There were no objections.
Jodi Wycoff, City Clerk, gave an update on the vacant Council seat application process.
Mayor Pro Tem Remington asked about the timing of recruiting an interim City Administrator.
Mayor Ockerlander said that the recruitment will be one of the first items they work on in 2021.
Mayor Pro Tem Remington said that Public Works Director, Steve Leniszewski, mentioned
possible cost savings to have the Bruett Road and Roney Road projects designed at the same time.
Mr. Leniszewski answered questions from Council about the projects.
Councilmember McHenry asked to have a discussion on a future agenda regarding the email/public
comment received about municipal codes required for small business renovation requirements.
II. Closed Session: 10 minutes – Collective Bargaining
RCW 42.30.140.4 (1)(b)
4:50 p.m. City Council went into a 10-minute Closed Session regarding collective bargaining.
In attendance at Closed Session: Mayor Amy Ockerlander; Councilmembers Dianne Brudnicki,
Amy McHenry, Mike Remington, Michelle Hogg, Jennifer Knaplund, and Dorothy Lengyel, Deputy
City Administrator, Lara Thomas; Finance Director, Dana Mason; Public Works Director, Steve
Leniszewski and City Attorney Dan Swedlow.
5:00 p.m. The Closed Session was extended in increments for a total of 35 minutes.
5:35 p.m. The Closed Session Ended.

III. Items:
1. Sewer Capital Improvement Program
Randy Raymond, PE, Parametrix, gave a presentation to review their report which is an update on
the Sewer Utility Capital Improvement Program including recommended projects and estimated
costs. Mr. Raymond and Steve Leniszewski, PE, Public Works Director, answered questions from
Council. The rate and general facility charge (GFC) presentation will be on the next agenda.
2. 2021-2022 Biennial Budget Discussion
Daniel Kenny, City Attorney, reviewed the proposed budget notes and answered questions from
Council. Council worked together to finalize the proposed budget notes which will be Exhibit A of
the 2021-2022 Biennial Budget ordinance.
3. October 2020 Financial Report
Due to time constraints, this item was not discussed.
IV. Adjournment
The Committee of the Whole adjourned at 6:56 p.m.
