City Council Committee of the Whole

CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES January 5, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom meeting. Mayor Pro Tem Remington called the meeting to order at 5:31 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Dianne Brudnicki Staff present: Lara Thomas, Carey Hert, Steve Leniszewski, Dana Mason, Jodi Wycoff I. Good of the Order Councilmember Lengyel asked that the Exhibit B’s for On-Call contracts that were approved at the December 15th meeting are added to the record as they were not part of the original meeting packet. Councilmember Knaplund said that she was invited to attend a Savor Snoqualmie Outdoor Action Team meeting where they will discuss Duvall Park. Mayor Pro Tem Remington said the first Council Workshop of the year will be at the end of January, specific date/time to be determined. II. Items: 1. Council Committees – Land Use and Public Works Mayor Pro Tem Remington reviewed a draft of committee assignments for 2021. Councilmembers Lengyel, Hogg and Knaplund will be on the Land Use Committee; Councilmembers McHenry, Brudnicki and Remington will be on the Public Works Committee, Councilmembers Brudnicki and McHenry will be on the Public Safety Committee; and Councilmembers Lengyel, Remington and Knaplund will be on the Finance and Administration Committee. Jodi Wycoff, City Clerk, also asked for a volunteer to fill the vacant seat on the Human Services Policy Ad-Hoc Committee. Councilmember Hogg volunteered to fill the vacant seat. 2. Sewer Rates / General Facilities Charge (GFC) Tage Aaker, Project Manager, and John Ghilarducci, Principal/President of FCS Group, gave a presentation to review the results of the 2020 Sewer Utility Rate Study which included both the utility rate and the General Facilities Charge (GFC) and answered questions from Council. 3. Request for Proposals – Public Facilities Plan Due to time constraints, this item was moved to the regular Council meeting under Administration Update.
