City Council Committee of the Whole

CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES February 2, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom meeting. Mayor Pro Tem Remington called the meeting to order at 5:32 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Dianne Brudnicki, Rick Shaffer Staff present: Lara Thomas, Carey Hert, Steve Leniszewski, Dana Mason, Jodi Wycoff, Shaun Tozer I. Good of the Order Councilmember Lengyel stated that she would like Council to review Council Committee procedures and processes as more committees have recently been formed. Mayor Pro Tem Remington gave a brief summary of the January 29, 2021 Council Workshop. Carey Hert, Police Chief, said that he will send Council a staff report tomorrow regarding hiring within the Police Department, which will be an item on the next agenda. II. Items: 1. Water System Plan Update Marshall Meyer, Principal Engineer, and Stephanie Ard, Civil Engineer, of Murraysmith, gave a presentation to review the City’s Water System Plan Update. The presentation included a review of the update process, an overview of the water system, review of the elements of the Plan, historical and estimated future water use, past and planned system improvements, staffing needs for operations and maintenance and next steps in the update process. Mr. Meyer, Ms. Ard and Shaun Tozer, Project Manager, then answered questions from Council. 2. Preliminary High-Level Year-End 2019-2020 Biennial Budget Overview Dana Mason, Finance Director, gave a presentation to review preliminary year-end revenues and expenditures for the 2019-2020 biennial budget and answered questions from Council. 3. Community Survey Due to time constraints, this item was moved to the regular Council meeting under Administration Update. III.
