City Council Committee of the Whole

CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES March 2, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom meeting. Mayor Pro Tem Remington called the meeting to order at 5:31 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Dianne Brudnicki, Rick Shaffer Staff present: Lara Thomas, Steve Leniszewski, Shaun Tozer, Dana Mason, Michael DeBock, Jodi Wycoff I. Good of the Order Councilmember Shaffer reminded everyone of an upcoming blood drive in memory of a local resident and encouraged everyone to donate. II. Items: 1. Watershed Restoration and Enhancement Plan Mayor Pro Tem Remington gave a brief history of the Watershed Restoration and Enhancement Plan and said that all entities involved are being asked to approve support of the Plan. Ingria Jones, Streamflow Restoration Lead – WRIA 7, gave a presentation to give an overview of the Plan, review key elements of the Plan and explain next steps in the approval process. Ms. Jones then answered questions from Council. Council authorized the motion of support to be put on the consent agenda at the next meeting for action. 2. Federal Representation Jake Johnston, President, The Johnston Group, reviewed the services they provide to small agencies at the local, state and federal government levels and answered questions from Council. 3. Water Comprehensive Plan Update Shaun Tozer, Project Manager, gave a presentation to review specific sections of the Water Comprehensive Plan Update including Chapter 3: Land Use and Population; Chapter 9: Water System Improvements and Appendix T: Cost Estimating Methodology and answered questions from Council. III.
