April 6, 2021 – 5:30 p.m.
Virtual Only Meeting via Zoom
Due to public health emergency, this meeting was held remotely. All Councilmembers and staff
attended via Zoom webinar.
Mayor Pro Tem Remington called the meeting to order at 5:34 p.m.
Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer
Knaplund, Rick Shaffer (absent: Dianne Brudnicki)
Staff present: Steve Leniszewski, Dana Mason, Michael DeBock, Steve Sabourin, Carey Hert,
Jodi Wycoff
I. Good of the Order
Councilmember Knaplund said that the group working on bringing disk golf to a City park would
like to present their ideas to Council at a future meeting.
Councilmember Shaffer said he attended a meeting today that included updates on COVID-19 and
the vaccination rates in King County and a vaccination program for home-bound individuals.
Mayor Pro Tem Remington said that leadership with the union covering Safeway workers have
requested a meeting with the Mayor to discuss hazard pay and how the City may be able to assist.
Jodi Wycoff, City Clerk, said that Administration is looking at potentially cancelling or moving a
few meetings later this year and said updates will be given as dates get closer.
II. Items:
1. Police Presentation
Acting Police Chief, Michael DeBock, and Lieutenant Steve Sabourin, presented Officer Shawn
Wilkerson with the Meritorious Service Award for his actions in response to an assistance call
from Redmond Police in November 2020.
2. City Council Ethics Policy and Council Procedures
Councilmember Hogg, Chair of the Council Ethics Policy ad-hoc committee, explained that the
City Attorney has suggested that the Council Ethics Policy be incorporated in the Council
Procedures and there has also been a suggestion to amend the title to Code of Conduct rather than
Ethics Policy and asked for Council feedback. There was general Council consensus to incorporate
a Code of Conduct section into the Council Procedures. Mayor Pro Tem Remington, led a
discussion about switching the Council Ethics Policy ad-hoc committee to a Council Procedures
Update ad-hoc committee and asked for volunteers. Council was in agreement to change the ad-hoc

committee and Councilmembers Hogg and McHenry volunteered. (During the regular Council
meeting, Councilmember Brudnicki also volunteered to serve on the ad-hoc committee.)
3. Human Services Grant Policy Update
Councilmember McHenry reviewed the proposed updates to the Human Services Grant Policy and
application and the reason behind the updates. Council discussed application timing and internal
review process. It was proposed to make two minor edits to the policy during the approval process
during the regular meeting.
III. Adjournment
The Committee of the Whole adjourned at 6:48 p.m.
