CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES April 20, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom webinar. Mayor Pro Tem Remington called the meeting to order at 5:31 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Rick Shaffer, Dianne Brudnicki Staff present: Lara Thomas, Ryan Cotton, Steve Leniszewski, Dana Mason, Michael DeBock, Steve Sabourin, Shaun Tozer, Jodi Wycoff I. Good of the Order Councilmember Shaffer said that he would like Council to have a focused discussion on the Mayor and Council’s vision for Duvall as well as priorities and ideas for the upcoming American Rescue Plan Act funding. II. Items: 1. Disc Golf Elaine Sawyer, a local resident, introduced Jeff "Getty" Freeman, a local resident and Disc Golf course designer. Mr. Freeman gave a presentation to share their ideas and plans for installing a Disc Golf course in Duvall including potential location, estimated costs, maintenance needed and amenities that would be preferred but not required. Mr. Freeman then answered questions from Council. 2. Government Facilities Plan Contract Shaun Tozer, Project Manager, gave a presentation to highlight the scope of the Request for Proposals, the preferred contractor’s response and next steps in the process including discussion and direction on whether to move forward with the scope as proposed or modify the scope to reduce costs. Mr. Tozer then answered questions from Council. 3. Police Department Equipment Purchases Due to time constraints, this item was discussed under New Business on the regular Council agenda. 4. Rio Vista Park Plan Update Due to time constraints, this item was discussed under Presentations on the regular Council agenda. Committee of the Whole meeting 04/20/21 Approved 05/04/21 III.
