CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 4, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom webinar. Mayor Pro Tem Remington called the meeting to order at 5:31 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Rick Shaffer, Dianne Brudnicki Staff present: Lara Thomas, Ryan Cotton, Steve Leniszewski, Dana Mason, Michael DeBock, Shaun Tozer, Jodi Wycoff, City Attorney Daniel P. Kenny I. Good of the Order Councilmember McHenry asked when full Council will have a discussion with Little League regarding a grant they could use to develop the recently acquired parcel adjacent to Big Rock Ballfields. Steve Leniszewski, Public Works Director, explained that staff needs to work on a few items, and this will be brought to Council at a future meeting. Mayor Pro Tem Remington wished all moms Happy Mother’s Day. II. Items: 1. National League of Cities - removed 2. Government Facilities Plan Contract Shaun Tozer, Project Manager, gave a brief presentation to highlight the scope of the Request for Proposals and the response from the preferred consultant. Steve Leniszewski, Public Works, reviewed options to break the scope into phases and/or rearrange the timing of the phases. Mr. Tozer and Mr. Leniszewski then answered questions from Council. Council expressed interest in prioritizing vision and space planning, having a kick-off meeting with the consultant, and focus on buildings that house employees. 3. 1st Quarter 2021 Finance Report Dana Mason, Finance Director, gave a presentation to review the 1st Quarter 2021 Finance Report and answered questions from Council. 4. Sign Code Update – content neutrality Due to time constraints, this item was discussed under Administration Update on the regular Council agenda.
