City Council Committee of the Whole

CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES June 15, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom webinar. Mayor Pro Tem Remington called the meeting to order at 5:31 p.m. Council present: Amy McHenry, Dorothy Lengyel, Michelle Hogg, Mike Remington, Jennifer Knaplund, Rick Shaffer, Dianne Brudnicki Staff present: Ryan Cotton, Lara Thomas, Steve Leniszewski, Michael DeBock, Jodi Wycoff, City Attorney Daniel Kenny I. Good of the Order Councilmember Shaffer said that he, Councilmember Knaplund and Community Development staff are working on a summary of the community survey related to growth and said they will recommend a workshop to discuss action items from that survey. Councilmember Shaffer also gave an update on a recent regional meeting he attended. Councilmember Hogg said she played disc golf recently and said she feels it would be a great addition to Duvall. II. Items: 1. American Rescue Plan Act (ARPA) Funding Peter B. King, Chief Executive Officer, with Association of Washington Cities (AWC) reviewed the differences between the Coronavirus Aid, Relief, and Economic Security Act (CARES) funding and the American Rescue Plan Act (ARPA) funding. Mr. King and Jacob Ewing, Legislative & Policy Analyst, gave a presentation to review application processes, deadlines to allocate and spend the funding and what the funds can be spent on. Mr. King and Mr. Ewing then answered questions from Council. 2. City Administrator Recruitment Process and Job Description Ryan Cotton, Interim City Administrator, reviewed amendments to Duvall Municipal Code related to the City Administrator that he is proposing which he will bring to Council at a future meeting. Mr. Cotton also reviewed the recruitment schedule and said that he will contact Councilmembers in the coming weeks to interview them about what traits and qualities they want in the next City Administrator. Kenny, City Attorney, reviewed the process that administration will follow moving forward related to procuring on-call contracts and answered questions from Council. III.
