CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES July 20, 2021 – 5:30 p.m. Virtual Only Meeting via Zoom Due to public health emergency, this meeting was held remotely. All Councilmembers and staff attended via Zoom webinar. Mayor Pro Tem Remington called the meeting to order at 5:34 p.m. Council present: Amy McHenry, Michelle Hogg, Mike Remington, Jennifer Knaplund, Rick Shaffer, Dianne Brudnicki, Dorothy Lengyel Staff present: Ryan Cotton, Lara Thomas, Dana Mason, Michael DeBock, Jodi Wycoff I. Closed Session: Collective Bargaining - 15 Minutes RCW 42.30.140(4)(b) 5:37 p.m. City Council went into a 30-minute Closed Session regarding collective bargaining. In attendance at Closed Session: Mayor Amy Ockerlander; Councilmembers Dianne Brudnicki, Rick Shaffer, Amy McHenry, Mike Remington, Michelle Hogg, Jennifer Knaplund, and Dorothy Lengyel, Interim City Administrator Ryan Cotton, Police Chief Michael DeBock, Finance Director Dana Mason, and City Attorney Dan Swedlow. 5:52 p.m. The Closed Session was extended in increments for a total of 25 minutes 6:17 p.m. The regular Committee of the Whole meeting resumed. II. Good of the Order There were no items for good of the order. III. Items: 1. American Rescue Plan Act Funding Mayor Pro Tem Remington led a discussion regarding American Rescue Plan Act (ARPA) funding and asked Council for feedback related to supporting human services and local businesses. After discussion, there was a general Council consensus to conduct outreach to businesses and human services providers to find out what the needs may be. Additional discussion and brainstorming on how to allocate ARPA funds will be on an upcoming Council Retreat agenda. 2. Draft City Administrator Job Description Ryan Cotton, Interim City Administrator, reviewed the final draft of the job description and the recruitment process. Mr. Cotton reviewed and answered questions about items on the regular agenda that are related to the City Administrator including code amendments and pay scale. Council Retreat Ryan Cotton, Interim City Administrator, reviewed the draft agenda for the Council Retreat which is scheduled for September 10th and 11th. III.
