Meeting Minutes City of Duvall Planning Commission Meeting Date: July 8, 2026 Time: 6:00 PM Place: In person: Duvall Visitor Center – 15619 Main Street NE, Duvall, WA 98019 Via Zoom Commissioners Present: Mala Muthuvadivu, Justin Rank, Sara Taylor, William Chappell, Siri Erickson- Brown Commissioners Absent: Abhijeet Srivastava, Tahir Ali Staff Present: Avril Baty, Morgan Dorner, Madeline Lorentsen Call to Order – Flag Salute The Planning Commission meeting was called to order by Commissioner Rank at 6:01 PM. 1. Approval of the Agenda It was moved and second [Muthuvadivu /Rank] to approve the agenda for the July 8, 2026, Planning Commission meeting. The motion passed 4-0. 2. Good of the Order None. 3. Approval of Minutes Commissioner Erickson-Brown was acknowledged to be in attendance. It was moved and seconded [Taylor/Rank] to approve the June 10, 2026 Planning Commission meeting minutes. The motion passed 5-0. 4. City Staff Announcements Complete application for Versa Sports Center land use application has been received. Update on Open House scheduled on July 22, 2026 for outreach of the Comprehensive Plan update and related zoning code and zoning map changes. 5. Comments from Audience None (no member of the public present in person). 6. Design Review Design Review called to order at 6:09pm. Introduction of the project by staff, Maddie Lorentsen. No one from the public present to comment. Questions about security, but those details regarding door locking still being worked out. Design review was closed at 6:27pm. 7. Public Hearing The public hearing regarding DMC 14.42 opened at 6:28pm. Brief presentation by staff, Morgan Dorner. Two written comments received ahead of the meeting were entered into the hearing record. Discussion of the site potential tree height (SPTH) model followed. Commissioners asked questions regarding differences in approaches and implications for housing production. The hearing was closed at 7:14pm. 8. New Business It was moved and seconded (Rank/Erickson-Brown) to recommend the proposed code amendments to DMC 14.42 to the city council for approval and adoption. The motion passed 4-1. It was moved and seconded (Rank/Chappell) to recommend the Acres of Diamonds building design as conditioned in the staff report to the hearing examiner. The motion passed 5-0. 9.
