Page 15 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 26, 2018, at 7:27 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivie, Robert Johnson, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was not present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the February 12, 2018 regular meeting. Motion carried with Carroll, Reed, Ivie, Blackburn, Mikkelsen, and Hughey voting aye; Jonson and Barron abstained. Mayor's Report Mayor Younger addressed some concerns from the community concerning the tornado safe room located at Dyer School. Some volunteers, including members of the Dyer Fire Department, have an interim plan to open the shelter. Department Reports Dyer Fire Chief Ryan Shanklin asked the board to approve chartering an Explorer Program (part of the Boy Scouts of America) through the Dyer Fire Department. The City's out of pocket cost will be $40. The activity fees paid by the members of the Explorer Post cover insurance costs. The City Recorder is investigating any other liability and risk concerns. Members of the Explorer Post won't respond to calls, but will be active in the community. Chief Shanklin mentioned that both girls and boys can participate. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve participation in the Explorer Program. Motion carried with all ayes. Chief Shanklin expressed his thanks to Poly M Contractors for materials and the Gibson County Sheriff's Department for labor in assembling a hose drying rack, which was much needed by the Fire Department. The cost to purchase a rack would have been approximately $2,800.00. Chief Shanklin asked the board to hire and appoint Jevon Sowell, Tim McGarity, and Cary J Bills as firefighters on the Dyer Fire Department. McGarity has all the required fired certifications; Sowell and Bills will begin their training in April. With these appointments, there will be 28 firefighters on the roster. There were two additional applications. Motion made by Michael Barron, seconded by Jennifer Hughey to appoint all three to the fire department. Motion carried with all ayes. Chief Shanklin reported that there are still leaks on the fire department roof. Shanklin has talked to Meadowview Builders and the ridge crest on the building needs to be replaced. Additionally, through the "Get Alarmed" program, the Dyer Fire Department installed a hearing impaired smoke alarm several years ago. Recently, the alarm was credited with notifying a hearing impaired individual of a fire. This was the first documented save in the state from a hearing impaired alarm. Finally, Chief Shanklin asked the board to approve an additional set of turnout gear at a cost of $1,890.00. This should be the last turnout gear purchased this year. Motion made by Tom Mikkelsen, seconded by Ray Carroll to authorize the purchase of turnout gear at a cost not to exceed $1,900.00. Motion carried with all ayes. Dyer Police Chief Brad Lindsey said prices on active shooter kits should be available by the next board meeting. There appear to be no grants for these kits (ballistic vests). The City Recorder presented the January Financial Report. He also informed the board that the city had received a request for information from the Water & Wastewater Finance Board due to a negative change in net position following the 2016-2017 fiscal year. The City had previously considered this and adjusted water and sewer rates accordingly. The City Recorder also mentioned the Doss Proposal (Tennessee House Bill 1903) whereby some of the state shared revenue previously allocated to cities that had been reduced might be replaced with reallocation of state fund. Water Superintendent Randy Gregory said that he had been able to repair a vacuum pump. The repair, which cost about $120.00, prevented having to purchase a replacement pump at a cost of approximately $750.00.  Page 16 Wastewater Superintendent William Caton travelled to the WETT Show in Indianapolis last week and learned about sewer jetter nozzles and has scheduled a demo of cementitious lining equipment which may help repair sewer lines and storm drains. Committee Reports Motion made by Michael Barron, seconded by Fred Ivie to appoint Dyer Police Sergeant David Paschall as Dyer Health Officer as provided for in the Municipal Code. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Fred Ivie to authorize repair of a city drainage ditch near 1193 South Main Street. Motion carried with all ayes. Two estimates have been received for repairs at the VFW Building: Sunrise for $5875.00, and Joel Needham for $3,394.00. Motion made by Michael Barron, seconded by Tom Mikkelsen, to accept both estimates. Motion carried with Reed, Ivie, Johnson, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Carroll voted no. Motion made by Michael Barron, seconded by Jennifer Hughey to award the work at the VFW to Joel Needham at a cost not to exceed $3,500.00 with a completion time of 60 days. Motion carried with all ayes. Unfinished Business Motion made by Fred Ivie, seconded by Jennifer Hughey to prepare the resolution and publish notice that the property at 170 North Royal Street will be sold to Colette Woods for $50.00 unless an objection is received. Motion carried with all ayes. New Business Motion made by Ray Carroll, seconded by Tom Mikkelsen to adopt a Facility Use Policy for city owned buildings. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve Purchase Order 8491 to Water Serv Company for $4,200.00 for a check valve on backwash pump at the water treatment plant. This purchase was previously approved by Mayor Younger as an emergency purchase. Motion carried with Carroll, Ivie, Johnson, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Reed voted no. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve Purchase Order 8495 to Guy Farms for $1,875.00 for gravel for an access road to a lift station on East College Street. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
