Page 71 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, September 24, 2018, at 7:02 PM. In the absence of the Mayor, Vice-Mayor Ray Carroll presided. Also present were Alderpersons Richard Reed, Robert Johnson, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Richard Reed, seconded by Jennifer Hughey to approve the minutes of the September 10, 2018 regular meeting. Motion carried with all ayes. Mayor's Report Vice-Mayor Carroll asked the City Recorder to report on the status of the sale of the 2011 Dodge Charger. The City Recorder said that a high bid of $6,475.00 had been received via GovDeals, but that the reserve of $7,500.00 had not been met. Motion made by Craig Blackburn, seconded by Jennifer Hughey to permit the City Recorder to negotiate the sale of the vehicle with the high bidder, but to accept no less than the high bid $6,475.00. Motion carried with all ayes. Department Reports Dyer Fire Chief Ryan Shanklin asked the board for permission to apply for an AFG grant as well as a TML Safety Grant. The AFG grant application will include $52,000 for digital communications upgrade, $144,000 for SCBA purchases, as well as a new fire engine. The AFG grant match percentage will be 15%; if all projects are funded through the grant, the City's match will be approximately $87,500, which would come in the 2019-2020 budget. The TML matching grant would fund the cost of 100 traffic cones (for training), a tablet/laptop, and TV or projector -all of which would be used in training. Multiple departments could use these items. This grant requires a 50% match up to $2,500.00. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve applying for the TML Safety Grant. Motion carried with Johnson, Blackburn, Mikkelsen, and Hughey voting aye; Richard Reed abstained. Alderman Reed asked that everyone speak more loudly; he said he would abstain from voting on any issue for which he was unable to hear the discussion. Motion made by Robert Johnson, seconded by Jennifer Hughey to approve applying for the AFG grant. Chief Shanklin said this is a high estimate for all AFG grant items; Kris Todd will write the grant for free. Motion carried with Johnson, Blackburn, Mikkelsen, and Hughey voting aye; Richard Reed abstained. Chief Shanklin also reported that Engine 3 is still beingrepaired. The previous repairs cost $1,000.00 and fixed some problems but not all. Police Captain Knot Bailey reported that Sergeant Paschall had another surgery; he may be discharged on Tuesday or Wednesday. Paschall is doing much better. The City Recorder presented the August 2018 financial report. He also reported that the Note Issue had been approved by the Comptroller of the Treasury. Committee Reports Street, Maintenance, Water &Sewer Committee chair Tom Mikkelsen asked about gettingforks for the backhoe to aid in unloading palletized goods. Mr. Gregory will investigate. Alderperson Hughey expressed some dismay at finding the gazebo at the park in disarray. She found trash and debris. Hughey cleaned it up. Public Works Supervisor Randy Gregory clarified when she discovered the condition, "We take a personal interest in how it looks," said Gregory. Hughey said she discovered it over the weekend, before the public works personnel had a chance to clean.  Page 72 Unfinished Business Vice-Mayor Carroll commended and thanked the Fulwood family for the work they've been doing in upgrading and maintaining their property in response to the communications from the City Attorney. Motion made by Robert Johnson, seconded by Jennifer Hughey to pass on its second and final reading Ordinance 2018-252, an Ordinance to Adopt the 2012 International Building Code, Residential Building Code, Plumbing Code, and Mechanical Code. Motion carried with Johnson, Blackburn, Mikkelsen, and Hughey voting aye; Richard Reed abstained. New Business Chief Shanklin asked the board to approve up to $6,000.00 for the purchase of fire turnout gear, "This may be all the protective equipment we ask for this year... our goal is to roll this [excess budget] money over to airpacks." Purchases will include 2 Coats, 2 Pants, 1 Helmet Front, 10 Hoods, 10 Gloves, 1 Pair Boots, 3 Helmets from NAFECO. Motion made by Robert Johnson, seconded by Tom Mikkelsen to approve the purchase of turnout gear as described at a cost of up to $6,000.00. Motion carried with all ayes.
