Board of Mayor and Aldermen Meeting Monday, November 2, 2020 (1) Call to Order: The Board of Mayor and Aldermen convened for their scheduled board meeting on Monday, November 2, 2020 at 7:00 p.m. in the City Hall Conference room via electronic meeting pursuant to Executive Order16 from Tennessee Governor Bill Lee. Mayor John Holden presided. The meeting opened with a prayer by Alderman Willie Cole. All Board members were present. (2) Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the September 21, 2020 meeting. Alderman Moody made a motion to approve the minutes. Alderman Baltimore seconded the motion. All members present voted in favor by roll call vote. (3) Unfinished Business: None. (4) New Business: A. Public Hearing – Beer Permit – Lake Road Food Shop 2555 Lake Rd Dyersburg, TN 38024 A public hearing was held for an off- premises beer permit for Lake Road Food Shop. Dyersburg Police Chief Steve Isbell said the background investigation was completed and upon review he found no reason to deny the applicant the permit as all requirements had been met. Background information noted the request was submitted due to a change in ownership. A motion to approve the permit was made by Alderwoman Hopper with a second from Alderman Cole. All members present voted in favor by roll call vote. Public Hearing- Beer Permit- Lenox Event and Golf Club 2100Club House Drive Dyersburg, Tn 38024 A public hearing was held for an on- premise beer permit for Lenox Event & Golf Center. City Purchasing Agent Greg Williams. Dyersburg Police Chief Steve Isbell said the background investigation was completed  and upon review he found no reason to deny the applicant the permit as all requirements had been met. A motion to approve the permit was made Alderman Hammond with a second from Alderwoman Webb. All members voted in favor by roll call vote. B. Attorney Invoice – Mayor Holden presented the attorney invoice in the amount of7,508.35. A motion to approve was made by Alderman Cole and was seconded by Alderwoman Webb, all members voted in favor by roll call vote. C. Alderwoman Mary Claire Hopper, Local Government Committee Chair presented the minutes from the committee meeting. The committee discussed the proposed flood hazard areas in FEMA’s preliminary flood insurance rate map and flood insurance report in regard to areas by the Bruce and Reagan levees within the City of Dyersburg. The two levees were constructed by USACE in the 1960’s for the City of Dyersburg to own and maintain, FEMA would not accredit the levees causing homeowners and businesses in the future City and Bruce areas to acquire flood insurance if approved by FEMA. Following discussion, the committee voted to hire an architectural and engineering firm to represent the City of Dyersburg in filing an appeal on behalf of the City. Alderman Baltimore motioned to file for the appeal with a second from Alderwoman Hopper, the motion passed unanimously by roll call vote. D. Bids – Greg Williams presented a bid for the repair of Well #10 at the Roger Hawkins Water Treatment Plant. This item was deemed an emergency repair, Williams recommended the awarding the bid to National Waters Service in the amount of 127,403.00 Alderman Moody motioned to approve with a second from Alderman Cole, the motion was approved by the full board by roll call vote. Next item for approval was for 16 carbon air bottles for the Dyersburg Fire Department. Williams recommended awarding the bid to Emergency Vehicle Specialist of Memphis in the amount of 15,888.96 a motion to approve the bid was made by Alderman Hammond and a second from Alderwoman Webb. All board members voted in favor of approval by roll call vote. Final bid presented to the board was for rehabilitation of the wet well at the City of Dyersburg main sewer pump station. Williams recommended awarding the bid to CK Masonry of Nashville in the amount of 93,250.00. A current CDBG grant will fund 57,580.00 of the cost with the City responsible for the balance ( 35,670.00 ).  Notification for the project was given in the Jackson Sun and various plan rooms. Alderwoman Hopper motion to approve with a second from Alderman Cole, the motion was approved by the full board roll call vote. Report from Aldermen and Alderwomen: Alderman Baltimore: No report Alderman Burks: No report Alderman Cole: Alderman Cole mentioned a resident had concerns about an empty lot on McLean Avenue that was not being properly maintained in the Bruce community. Mayor Holden if it was a city owned lot it would be taken care of by the City, however if it’s privately owned there’s a process to go through before the city can take action. Alderman Cole also recognized Pastor Earnest Washington and the congregation of New Macedonia Church of God in Christ for handing out food boxes for those in need during the Covid-19 pandemic. Alderwoman Gilbert: No report Alderman Hammond: Alderman Hammond noted that Ford Construction was wrapping up a couple projects and would resume paving on various City streets according to City of Dyersburg Street Superintendent Mike McCulloch. Alderwoman Hopper: Asked Mayor Holden to check the pending status of the buy- back program. Mayor Holden noted that a timetable for approval from the state comptroller was unknown but would inquire on the status. Alderman Moody: Reminded people to vote on election day. Alderwoman Webb: Thanked the resident that called in the complaint about the lot on McLean Ave. Communications from the Mayor: Mayor Holden reminded everyone that loose-leaf pick up is scheduled to begin November 9th, he also added that city offices will be closed November 11th in observation of Veteran’s Day, and November 26 th & 27th for the Thanksgiving Holiday.
