Board of Mayor and Aldermen Meeting Tuesday, January 19, 2021 Meeting held pursuant to Executive Order No. 16 issued by Governor Bill Lee permitting local governing bodies to conduct meetings electronically and extended by Executive Order Nos. 34, 51, 60, 65, and 71 until February 27, 2021. (1) Call to Order: The Board ofMayor and Aldermen convened for their regularly scheduled board meeting on Tuesday, January 19, 2021 via phone conference at 7:00 p.m. Mayor John Holden presided. The meeting opened with a prayer by Mayor Holden. All members of the board were in attendance with the exception of Aldermen James Baltimore and Alderwoman Mary Claire Hopper. Dyersburg Mayor John Holden noted under the Governor's Executive Order, all action must be recorded via a roll-call vote. (2) Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the December 7, 2020 meeting. Alderman Moody made a motion to approve the minutes. Alderman Cole seconded the motion. The motion passed unanimously by roll­ call vote. (3) Unfinished Business: None. (4) New Business: A. Resolution O 1192021 - Community Development Block Grant Speaking on Resolution O 1192021 for the Community Development Block Grant, Mayor Holden stated, 'This resolution simply gives the City of Dyersburg the opportunity to submit for a grant to be used for the water plant. It's a 80-20 split. We have done several of these over the past years for the wastewater plant and other structure needs. This just gives us the authority to submit a grant." Alderman Hammond motioned to approve the resolution with a second from Alderman Moody. In a roll call vote, all members voted in favor. B. Attorney Invoices - November 2020 and December 2020 The mayor also presented the attorney invoices from November 2020, in the amount of$1,737.50, and December 2020, in the amount of$2,829.55. Alderwoman Webb motioned to approve both invoices with a second from Alderman Cole. The motion carried.  C. Bids - Greg Williams - Referring to a bid sheet, prepared by City Purchasing Agent Greg Williams, the board reviewed the lone awarded bid-field groomer for the recreation department. According to Williams, the item would prepare City-owned ball fields for play and was budgeted at $25,000. Notification was not given, but was awarded to Jerry Pate Turf of Pensacola, Florida through the Tennessee State Contract in the amount of $23, I 09.06. With the item being budgeted, board members were not required to take action. Report from Aldermen and Alderwomen: Alderman Baltimore: Absent Alderman Burks: Alderman Burks, referring to the pension lawsuit, asked, "At the end ofit, the judge said we would receive a decision in due course of time-do we know how long that might be?" Alderwoman Webb responded, "I'll tell you what I know, there is no time limit per say. In my own personal experience, I have found that 6 months is a pretty good gauge. If we get it in three I would be really excited. If we get it in six, I think we would be par for the course. There is no standard when we would get it back. They will work on it diligently, and the more complex it is the more time it takes." Alderman Cole: No report Alderwoman Gilbert: Alderwoman Gilbert noted board members are at the halfway point in their terms and suggested, "I would like to, again, entertain the idea of getting together with my fellow aldermen when and however possible to gather safely to reflect on the prior two years and also discuss the needs and vision of the community over the next two years."
