City of Dyersburg Board of Mayor and Aldermen Tuesday, January 18, 2022 I. Call to Order: The Board of Mayor and Aldermen convened for their regularly scheduled meeting on Tuesday, January 18, 2022 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. The meeting opened with a prayer by Alderwoman Vanedda Webb. 2. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the December 6, 2021 meeting. Alderwoman Mary Claire Hopper made the motion to approve the minutes and Alderman Willie Cole seconded the motion. All were in favor. 3. Unfinished Business: None 4. New Business: A. Public Hearing - Beer Permit The Dyersburg Moose Lodge (Suzy Dillahay) 395 Country Club Road Dyersburg, TN 3 8024 A public hearing for a beer permit for the Dyersburg Moose Lodge (Susie Dillahay), located at 395 Country Club Road was held with Dyersburg Police Chief Steve Isbell reviewing the background information. Chieflsbell noted the location previously had an on-premises beer permit; however, the location was under new management. He added there was nothing found in the background information prohibiting the issuance of the permit. Mayor Holden asked for public comment, no one in the audience commented. A motion to approve the permit was made by Alderman Ricky Hammond and seconded by Alderwoman Vanedda Webb. The motion passed. B. Attorney Invoice -October 2021 & November 2021 Mayor Holden presented the attorney invoices for October and November 2021 in the amounts of$6,!06.25 and $3,456.25. The initial November invoice listed a total of$3,456.25, however, Mayor Holden noted a $225.00 court appearance fee was listed, though that particular fee was part of the October billing cycle. The Mayor said the City would receive a corrected copy of the November 2021 invoice for their records. Alderman James Baltimore motioned to approve the two attorney invoices with a second from Alderman Edward Burks. All were in favor and the motion passed. C. Bids - Greg Williams  Board members also reviewed a list of awarded bids prepared by City Purchasing Agent Greg Williams. No action was taken with the bids as they were approved in the current year's budget. Awarded bids were listed as follows: • Pavilion for cemetery expansion (Fairview) Notification was not given as the City utilized the Sourcewell Cooperative Purchasing Contract. The bid was awarded to Porter Corporation of Holland, Michigan in the amount of $85,314.00 • Emergency repair of sewer line on Wendell Ave. The repair was budgeted in the repair and maintenance line item. Notification was not given due to it being an emergency repair. The bid was awarded to Reagor Construction of South Fulton, Tenn. in the amount of $26,500.00 • 6 sets of firefighter turnouts for the Dyersburg Fire Department The new sets replaced worn turnouts. Notification was not given as the City utilized the Sourcewell Cooperative Purchasing Contract. The bid was awarded to EVS of Memphis in the amount of $10,356.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore commended the Dyersburg Street Department for their efforts over the recent winter weather. He also acknowledged potholes in certain areas of town and asked the department to take care of those. Edward Burks: No report Willie Cole: Alderman Cole asked ifthere had been a change in sanitation knuckle boom schedule. "No sir," replied Mayor Holden. Meghan Gilbert: Alderwoman Gilbert said she had individuals reach out to her pertaining to the humane society and announced she would be meeting with their board on Thursday. She also said she had several people reach out to her pertaining to the mobile vendor ordinance and wanted to share that with Alderwoman Hopper, chairwoman of the Local Government Committee. Also, with the upcoming budget discussions beginning soon, she asked if the committees she is on could meet to discuss any new challenges or needs. Additionally, Gilbert noted 2022 was the final year of the current te11n and said she would not be seeking re-election. "! want to acknowledge that this is the last year of this term for Mayor and Board of Aldermen, and I will not be running again," Gilbert stated. "I just want to say that it has been an honor to serve on such a diverse and accepting board. It's been really great to serve and learn alongside of you. I would encourage more young folks or really anyone interested in running to do so. It is a great way to serve your community. I will still try to do the best throughout this year."
