City of Dyersburg Board of Mayor and Aldermen Monday, June 6, 2022 1. Call to Order: The Board of Mayor and Aldermen convened for their regularly scheduled meeting on Monday, June 6, 2022 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present with the exception of Alderman Willie Cole. The meeting opened with a prayer by Alderman Ricky Hammond. 2. Approval of minutes: Mayor John Holden called for a motion to approve the minutes from the May 2, 2022 meeting. Alderman James Baltimore made a motion to approve the minutes and Alderman Edward Burks seconded the motion. All were in favor. 3. Unfinished Business: None 4. New Business: A. Attorney Invoice: (March & April) Attorney bills for March ($4,952.75) and April ($3,679.65) were submitted for approval. Alderwoman Hopper made a motion to approve the invoice and Alderman Burks seconded the motion. All were in favor. B. Recreation Committee Meeting Minutes – May 18, 2022 – Chairman Ricky Hammond Minutes from the Recreation Committee and Cemetery Committee meetings, held on May 18, were read aloud by committee chairs Hammond and Alderwoman Meghan Gilbert. Hammond read the Recreation Committee heard from local resident Tim Vaughn to discuss the soccer complex being built in South Dyersburg. Vaughn shared concerns of the maintenance of the fields and who would be able to use the complex. City Recorder Scott Ball noted the complex is an active construction project, and the contractor would be responsible for the site conditions until completion. The City of Dyersburg Parks and Recreation Department will be responsible after completion of the project, and according to Ball, arrangements have been made for routine mowing, spraying, and fertilizing of the fields. Additionally, Parks and Recreation Director Andy Baker, in addition to directors from each community center, were present. General discussion was held addressing upcoming needs prior to upcoming budget meetings. No actions were taken. C. Cemetery Committee Meeting Minutes – May 18, 2022 – Chairwoman Megan Gilbert Gilbert, reading the minutes from the Cemetery Committee meeting, stated the committee gathered to hear updates regarding the Fairview Cemetery expansion project. Cemetery Director David Fowlkes noted the pavilion had been completed and the columbariums  delivered. The columbariums are to be installed over the next few weeks. Fowlkes also addressed the need to set fees for the columbariums and pavilion. The committee said the fees would be discussed during the budget meetings. No actions were taken. D. Resolution 06062022 – A Resolution stating the City of Dyersburg, Tennessee has been awarded funds under the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) of the American Rescue Plan Act (ARPA) and has selected Smith Seckman Reid, Inc. and Civil Engineering Solutions to provide engineering services associated with these funds. Alderman Dennis Moody made a motion to pass the resolution and Alderman James Baltimore seconded the motion. All were in favor. E. Resolution 06062022A – A Resolution stating the City of Dyersburg, Tennessee has been awarded funds under the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) of the American Rescue Plan Act (ARPA) and has selected Community Development Partners, LLC to assist in the administration of these funds. Alderman Dennis Moody made a motion to pass the resolution and Alderman James Baltimore seconded the motion. All were in favor. F. Bids – Greg Williams • 60” zero-turn mower for the Airport The new mower would replace a mower, which caught on fire and was considered a total loss. The item was not budgeted; however, the new mower would be funded utilizing insurance settlement and ARPA (American Rescue Plan Act) funds. Notification was not given. The City utilized Omnia Cooperative Purchasing Contract #2017025, and the recommended bid was to First Choice Farm and Lawn of Dyersburg in the amount of $12,956. The bid was approved behind a motion from Alderman Ricky Hammond and second from Alderman Dennis Moody. • Playground equipment; Recreation Department The bid for playground equipment would be to install ADA-compliant equipment at Kiwanis Park. The item was not budgeted, though it would be fully funded utilizing $70,000 in ARPA funds and $66,900 from a Kiwanis Club donation. Notification was not given. The City utilized the Sourcewell Cooperative Purchasing Contract. The recommended bid was to award Custom Recreation of Hendersonville, Tenn. in the amount of $136,900.  The bid was approved behind a motion from Alderwoman Vanedda Webb and second by Alderman Hammond. • Exercise equipment for Dyersburg Activity Center A total of $11,200 was budgeted for the equipment and did not require board approval. The bid was awarded to Life Fitness LLC of Rosemont, Ill. in the amount of $11,091.98. REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore congratulated the Dyersburg Fire Department for their recent hires. Edward Burks: No Report Willie Cole: Not Present Meghan Gilbert: Alderwoman Gilbert said a ribbon cutting was held Friday for the butterfly murals and butterfly garden at the Main Street Dyersburg Farmers Market/ Forked Deer River Park. The project was led by the 2021 Adult Leadership Class in collaboration from Master Gardeners. Ricky Hammond: Alderman Hammond asked Dyersburg Police Chief Steve Isbell, referring to the incident in Texas, if the City has taken any action with the school system in regard to safety and active- shooter training. “Absolutely, and we’re also in the process of setting up an additional active-shooter training scenario. There’s been some personnel change within the department, and we’ve had to identify a couple of additional officers to go for some additional training to also provide active-shooter training to civilians,” said Isbell. “Even before this happened, we’ve had a lot of calls from businesses and industries about taking a look at their property and their plan to help provide a safe work environment for their employees. So, we’re in the process of doing that. We’ve been training on this for many, many years. We respond without delay. We go to the threat, and we stop the threat. That’s it in a nutshell. There’s no waiting.” “So, we have done some active training inside the school?” Hammond asked. “Yes,” replied Isbell. Hammond also thanked the various City crews for working in the weather that produced strong winds a few weeks ago. Mary Claire Hopper: No Report Dennis Moody: Alderman Moody thanked Wayde Jackson and his crew for building an ark and bringing animals to Cumberland Presbyterian. Vanedda Webb: Alderwoman Webb thanked the numerous volunteers in the community helping with various summer programs over the summer. COMMUNICATION FROM THE MAYOR: In closing, Dyersburg Mayor John Holden said the City’s Finance Committee would meet Tuesday at 4 p.m. and Wednesday at noon at City Hall to discuss the upcoming 2022-23 budget. He also noted Monday was the 78th anniversary of D-Day and recognized Mr. Jack Claiborne who, at 19-years-old, stormed the beaches of Normandy. “We owe him and a lot of other Americans a debt of gratitude for what they did on D-Day,” said Holden.
