PARKS & RECREATION Lower Level Council Chambers Wednesday, January 21, 2026 6:00 PM MINUTES ROLL CALL Meeting was called to order by Jason Lang at 6:05 P.M. PRESENT Jason Lang, Jon Scherbring, Casey Frye, Tim Kronlage (arrived at 6:40 P.M.), Eric Oberbroeckling ABSENT Sarah Goldsmith, Matt Ungs APPROVAL OF AGENDA Lang asked for review and approval of the agenda. Motion made by Oberbroeckling, seconded by Scherbring. Voting Yea: Lang, Scherbring, Frye, Oberbroeckling Motion Carried AGENDA ITEMS 1. Approve Meeting Minutes - December 17, 2025 Lang asked for comments or changes and there were none. Motion made by Oberbroeckling, seconded by Frye. Voting Yea: Lang, Scherbring, Frye, Oberbroeckling Motion Carried 2. Receive & File Director's Report - December 2025 Lang asked for comments or changes and there were none. Baseball/Softball Rules Prairie League meeting notes were supplied to the commission. Huehnergarth stated there are many progressive people in this league that want to update and change some of the rules. They would like to change some of the rules to be more like the rules during a tournament. For example, for girls softball they like the change of 10 pitches and/or 3 strikes. This would also force the girls to learn to hit a pitched ball versus hitting it off of a tee, which would hopefully help them improve. Other examples - D Softball girls can go to the next base on an overthrow; only 10 girls on the field at a time; D Baseball - not many changes; C Softball - girls can pitch underhand or modified, will walk after 4 balls. The Commission thought having the bases at 70 feet would be good for B Baseball. Frye recommended Huehnergarth take to the League limiting 5 runs per inning, every inning. This can greatly affect pitching. He has approached coaches to do this in the past. The Commission thought the League Code of Conduct was good thing to introduce. This would help the umpires. Once an umpire is screamed at, it's hard to get them to come back to umpire. Other items the Commission wants Huehnergarth to take to the League are: A Softball - ball back to pitcher to keep girls from advancing and allowing B & C Softball to be able to lead off. Brazilian Soccer Camp Huehnergarth has been approached numerous times about holding a soccer camp in Dyersville. Most of these individuals wanted to run all the fees and everything through the City. This Brazilian Soccer Group takes care of all the sign ups and the City receives a stipend for every participant. Huehnergarth checked with other cities that have allowed this camp. All reviews were very positive. They are offering 5 day camps ( all day and half day) and a camp for kids that are 4 - 6 yrs of age for 1 hour each day. Early registrants can get a free soccer jersey. Also, if we have 40 kids sign up, they will hold a coaches clinic. Motion made by Oberbroeckling, seconded by Frye. Voting Yea: Lang, Scherbring, Frye, Oberbroeckling Motion Carried 5. Westside/Candy Cane Improvements A. Batting Cages - We will be installing batting cages at Candy Cane Park South of the Bocce Ball court. They will have a concrete base covered with turf. This area has shade and is close to the parking lot, making it easily accessible. We will also be getting new nets for them. Lang recommended putting pads on the turf so it doesn't wear out so quickly. Huehnergarth has a local welder making the batting cages and they will be powder coated. B. New Fences similar to the ones that are already out there will be installed. The screens on the fences look neat. Maybe we can go with that type of a fence. Huehnergarth needs to look into price. That may not be in his budget. Recommended that we look to sponsors for this expense. Huehnergarth is not sure if he'll go with a fence or a screen. Westside Park will be getting several improvements this summer, including mats for the batting boxes and catching boxes (these will help keep the areas stable) and creating turf on-deck circles. We will also be pouring concrete for under the storage containers that are placed there. Lang does not feel that tax payers should be paying for this concrete. He feels Field of Dreams should pay for this expense. Huehnergarth stated that it was the City's idea to place concrete here. Also looking at putting fencing down the first base line. Voting Yea: Lang, Scherbring, Frye, Oberbroeckling, Kronlage Motion Carried 6. Commission Member Comments Major League Baseball offers a program called Pitch/Hit/Run. Would we want to do this? We will discuss in the future. We would need several volunteers to hold this program. We may have some conflicts with T-Ball and Field of Dreams games on Friday nights. We may want to change the T-Ball to Thursday evenings. We will need to discuss in the future. 7. Set Next Meeting Date for Wednesday, February 25, 2026 at 6:00 P.M. ADJOURNMENT The meeting was adjourned at 7:05 P.M. on a motion made by Kronlage, seconded by Frye.
