EAGLE RIVER LIGHT & WATER COMMISSION
The monthly meeting of the Eagle River Light, Water, and WWTP Commission will be held on Tuesday, April
18, 2023 at 1:00 P.M. at City Hall located at 525 East Maple Street to act on the following agenda:
1. Call to order.
2. Roll Call.
3. Approve agenda in any order.
4. Approve previous minutes.
5. Approve payment of the accounts payable bills.
6. Approve March listing of electronic payments/manual checks.
7. Discussion pertaining to:
A. Correspondence included in package:
• Mike Sanborn’s operational report dated April 17, 2023.
• WPPI’s Weighted Votes and List of Directors, Alternatives and Representatives – March 2023.
• Billing Insert – Free Energy-Saving Packs from Focus on Energy.
B. Staff Reports:
• Plaque presentation to Elizabeth Spencer.
• Customer service report on WPPI/Energy Programs-verbal.
• Financial activities updates, including recent financials & cash flow updates.
• Operations report on departmental activities-verbal.
8. Discussion and Possible Action on the following Agenda Items:
A. Approval to recommend to the City Council the following changes and additions to the Chapter 90,
Utilities ordinances:
I. Residential sewer lateral connections: Sec. 90-116. Building sewers and connections, (d) A
separate and independent building sewer shall be provided for every building.
Recommended change: separate and independent lateral connections shall be provided for
each residential unit in single, two-family and three-family units.
II. Residential water supply connections: (New)Secs. 90-3 Building water service and
connections.
a) No unauthorized person shall uncover, make any connections with or opening into, alter or
disturb any public water infrastructure without first obtaining a written permit from the Light,
Water, and WWTP Commission.
b) All costs and expense incident to the installation and connection of the building water
supply shall be borne by the owner. The owner shall indemnify the city from any loss or
damage that may directly or indirectly be occasioned by the installation of the building
water supply. The city council may choose to reimburse the owner for the expense or
choose to reconstruct at the city’s discretion.
c) A separate and independent building water supply shall be provided for each residential
unit in single, two-family, and three-family units.
d) The connection of the building water supply into the public water system shall conform to
the requirements of the building and plumbing codes or other applicable rules and
regulations of the city. All such connections shall be made watertight.
e) The applicant for the building water supply permit shall notify the commission when the
building water supply is ready for inspection and connection to the public water system.
The connection shall be made under the supervision of the commission or its
representative.
B. Approval to hire a seasonal worker.
