Minutes of the regular meeting of the Water, Light, Power and Building Commission of the City of
East Grand Forks, Minnesota held on July 16, 2025, at 8:00 am in the City Council Chambers.

It was moved by Commissioner Grinde supported by Commissioner Rapacz to approve the minutes
of the previous regular meeting held on July 2, 2025.

It was moved by Commissioner Rapacz supported by Commissioner Grinde to authorize the
Secretary to issue payment of the recommended bills and payroll in the amount of $1,353,187.63.

The 2025 Business Highway 2 Lighting Extension bid opening date has been rescheduled to July 31,
2025, at 2:00 pm.
It was moved by Commissioner Grinde supported by Commissioner Rapacz to approve providing
complimentary power and water for the 2025 CATS Incredible Celebration to be held July 25-27,
2025, as requested by Ryan Swang of the EGF Fire Department. This request also includes the DSC
to hang a banner across Demers Ave for the event.

to a closed meeting, pursuant to MN Statute 13D.03 which allows the Commission to meet in a

Brian Opsahl of Brady Martz & Associates presented the results of the Water & Light 2024 Annual
Comprehensive Report.
It was moved by Commissioner Grinde supported by Commissioner Rapacz to approve the DSC to
hang a banner at Sorlie Bridge from July 28 – August 25, 2025, for the Downtown Street Fair to be
held on August 22-23, 2025, as requested by Svea Benefield of the Downtown Development
Association.

to proceed with advertising and/or requesting quotes for the 1 MG Concrete Reservoir

202 5 CATS Incredible Request
Attached is a letter from East Grand Forks Association Of Fire Fighters Local 3423 requesting
assistance with the July 25-27th CATS Incredible Celebration Event. The request is for
complimentary power and electrical service hook-ups. Water and Light Department has helped
with this event in the past.
