Minutes of the regular meeting of the Water, Light, Power and Building Commission of the City of
East Grand Forks, Minnesota held on August 6, 2025, at 8:00 am in the City Council Chambers.

It was moved by Commissioner Rapacz supported by Commissioner Grinde to approve the minutes
of the previous regular meeting held on July 16, 2025.

It was moved by Commissioner Grinde supported by Commissioner Rapacz to authorize the
Secretary to issue payment of the recommended bills and payroll in the amount of $207,187.70.

in the amount $500 to the East Grand Forks American Legion Baseball team to help with expenses
for the State Tournament.

The 2025 Business Highway 2 Lighting Extension bid opening date has been rescheduled to July 31,
2025, at 2:00 pm.
It was moved by Commissioner Grinde supported by Commissioner Rapacz to approve providing
complimentary power and water for the 2025 CATS Incredible Celebration to be held July 25-27,
2025, as requested by Ryan Swang of the EGF Fire Department. This request also includes the DSC
to hang a banner across Demers Ave for the event.

Award of Project - 1MG Concrete Reservoir Rehabilitation
We will be receiving Quotes on 8/01/25 for the above referenced project. We have solicited a
request for Quotes from four (4) contractors.
We did hold a prebid meeting on 7/21/25 to allow contractors to get inside the reservoir and
review scope of work to assist them in preparing their quote. Unfortunately, only one of the
contractors was in attendance and they did get inside the reservoir and looked at the work being
proposed.
Due to timing we will be bringing bid results and such to the meeting for review and discussion.
No recommendation at this time.

RE: Construction contract recommendation for the 2025 Business Highway 2
Lighting Extension project
Background:
Bids for the 2025 Business Highway 2 Lighting Extension project were opened on July 31, 2025, at 2:00
pm CDT. Three bids were received: Northwest Electric, Inc.; NC3, LLC; and Strata Corporation. The
engineering estimate for this work was $162,997.78. Apparent low bidder was NC3, LLC at $202,127.33
however, they did not acknowledge the issuance of Addendum No. 1 on their bid document. As this
addendum changed the catalog number of one of the Contractor-furnished material items, it is our opinion
that not acknowledging the addendum disqualifies their bid. The next lowest bidder was Northwest
Electric, Inc. at $208,071.20 and all their paperwork was in order. Northwest Electric’s bid was
approximately 28% higher than the engineer’s estimate. To my knowledge, Northwest Electric, Inc. has
not completed any previous projects for Water & Light.
Due to the timing of the bid opening and the submittal deadline for this request, we were not able to
include a detailed bid tabulation with this request for commission action. That document will be handed
out for review at the commission meeting. A completed Bid Opening Tabulation Sheet with just bid
totals, is attached for your review.
Recommendation:
Approval and award of the 2025 Business Highway 2 Lighting Extension bid to Northwest Electric, Inc.
in the amount of $208,071.20 as recommended by the Engineer, Widseth, Inc.
