City of East Orange City of East Orange NEW JERSEY Department of Health & Human Resources 143 New Street East Orange, New Jersey 07017 EAST ORANGE BOARD OF HEALTH MARCH 15, 2016 MEETING MINUTES Meeting call to Order @ 5:39 PM Board President Christine Harris read the following Sunshine Law: This meeting, which conforms to the provisions of the Open Public Meeting Act, Chapter 231, Public Law of 1975 is a regular meeting of the City of East Orange Board of Health. Notices have been filed with our official newspaper, with the City Clerk and posted on regular bulletin boards. The public is permitted to participate at this meeting. After the roll call, it was determined there was a quorum to convene the meeting. Board Members Present: Christine Harris, President Tobbia M. Corbitt Horace H. Henry Reverend Jean E. Maurice Cynthia Barnes arrived @ 5:52 pm Board Members Absent: Rosemarie Brown Ryan Linder, Attorney City Council, Board Attorney/Health Department Staff: Mustafa Al-Brent, Councilman, departed 6:49 pm Malee Wing, Corporation Counsel Victor Kuteyi, Acting Health Officer Hazel B. Lucas, Board Secretary Diashana Coleman, Administrative Clerk arrived @5:58 pm Public in attendance: None Approval of February 16, 2016 Minutes Motion made by Board President Harris and seconded by Board Member Corbitt to accept the February 16, 2016 minutes. Approved by a unanimous vote. Announcements Board President Harris announced that Prospect Medical Holdings officially owns East Orange General Hospital. Old Business Board President Harris stated that Attorney Ryan Linder corrected the “Ordinance Amending … fixing fees and procedures for various services, provided by the city’s animal control officer”. This ordinance is Ordinance No. 1 of 2016. Board President Harris requested a motion of acceptance of the ordinance. Motion made by member Maurice and seconded by member Corbitt. Veterinarian Dr. K. Griffin will continue providing services until another vendor has been acquired. Councilman Brent inquired about visiting hours of the Animal Shelter and suggested that the department should have extra hours on Saturday’s so that working citizens can have access to the dog pound. Board President Harris introduced Mr. Victor Kuteyi, Health Officer of Irvington. Mr. Kuteyi will serve as HO during HO Evans’ absence. Acting Health Officer Victor Kuteyi gave a brief report on the Trap Neuter and Release Program of feral cats. Board President Harris asked about the activities needed to prepared for accreditation of the Health Department. Health Officer Victor Kuteyi stated he would have information at the next meeting scheduled for Tuesday, April 19, 2016. Board President Harris asked how would the recent Center Disease Control (CDC) regulation, lowering the serum lead levels in children to 5 micrograms/dl, affect the operation of our lead programs. Health Officer Victor Kuteyi reported that in the state of New Jersey, the level is currently 10, but they are considering lowering the lead levels 5. The change will not impact our programs. Health Officer Victor Kuteyi presented a brief overview of on the Zika Virus, also indicating that this virus can be transmitted sexually. Adjournment Board President Harris requested a motion to adjourn the meeting. Motion made by Jean member Jean E. Maurice and seconded by board member Tobbia Corbitt meeting adjourned at 7:03 pm.
