City of East Orange EAST ORANGE BOARD OF HEALTH NEW JERSEY REGULAR MEETING East Orange Department of Health & Human Services 143 New Street East Orange, New Jersey 07017 May 15, 2018 MEETING MINUTES Meeting Call to Order – 5:45 PM Board President Christine Harris read the following Sunshine Law: This meeting, which conforms to the provisions of the Open Public Meeting Act, Chapter 231, and Public Law of 1975 is a regular meeting of the City of East Orange Board of Health. Notices have been filed with our official newspaper, with the City Clerk and posted on regular bulletin boards. The public is permitted to participate at this meeting. After the roll call, it was determined there was a quorum to convene the meeting. Board Members Present: Christine Harris, President Tobbia M. Corbitt Horace H. Henry Sandra Osborne Deanna Phillips Derrick Samuels Board of Health Counsel: Shantika Dorsey, Attorney Health Department Staff LaDonna Johns, Director Victor Kuteyi, Health Officer Karen Johnson-LaRussa, Nurse, Community Health Educator Chesney Blue, WIC Program Coordinator Public in attendance: None Approval of April 17, 2018 Meeting Minutes: Approval unanimous Announcements President Harris: • $4.3 mil grant funding to increase efforts in resolving health disparities and reducing Black infant mortality. Applications due by May 18th; the program begins July 1, 2018; annual renewal; 5-year budget ending June 30, 2023. • Call for Posters (Poster Contest) from NJDOH to LHD invested in addressing opioid epidemic. Purpose is to showcase innovative programs designed to improve population health through integrated services related to opioid/substance abuse prevention, treatment and/or recovery. Information and poster template were forwarded to HO Kuteyi. • Reminder that donation for the 2nd Annual Community Baby Shower from BOH members is being accepted. Event scheduled for Saturday June 2, 2018 at STEM Academy, 129 Renshaw Avenue. Mr. Kuteyi, Health Officer – Updates Opioid Epidemic and Substance Use Public Service Awareness Initiative Mr. Kuteyi explained to the Board that the poster is part of an initiative to bring more public awareness on the issue of opioids and substance use. The poster will be a presentation to the NJDOH. Update on business fees Attorney Dorsey reported to the Board she will provide the update later in the meeting. Status of open position of lead inspector HO Kuteyi reported to the Board that the Lead Inspector position is filled. Status on the sanitation code updates. HO Kuteyi reported to the Board he has updated the sanitation codes for barber/beauty shops, smoking, and vending machines. He added three codes are updated and other codes involve other departments and he is the process of carefully working on those codes. Mr. Kuteyi added the sanitation codes for milk and communicable diseases are completed. President Harris inquired with Attorney Dorsey about the legality of the Health Department handling codes which involve other departments. Attorney Dorsey recommended a collaboration between other departments whose sanitary codes will be involved. She added the HD can submit a draft of the regulation for the Department to review which will allow them to determine if they can implement the code or it will violate their procedural codes. And, the departments can have shared responsibility toward implementing and sustaining the regulations. Health Department Staff Director Johns Announcements Community Baby Shower on Saturday, June 2, 2018 at STEM. The celebration of Nurses Week where Clara Maas was honored because she was inducted into the NJ Hall of Fame because of her residential history with the City of East Orange. 11th Annual BJ’s Walk to take place on May 19, 2018 with a rain date for May 26, 2018. Invitation to the BOH to ride on the HD float in the Memorial Day Parade. WIC Grant Chesney Blue announced to the Board grant information which can be implemented through WIC. She added she is working with the City’s grant writer and will have an update at the next BOH meeting. pg. 2 City of East Orange EAST ORANGE BOARD OF HEALTH NEW JERSEY REGULAR MEETING East Orange Department of Health & Human Services 143 New Street East Orange, New Jersey 07017 May 15, 2018 MEETING MINUTES Board Member Announcement Walk Program at Elmwood Park Mr. Samuels announced and encouraged Board members to attend the Walk Program that is taking place twice a week in Elmwood Park from now and throughout the summer. Attorney Dorsey Attorney Dorsey and the Board reviewed and discussed changes to the draft ordinances that will be presented to the City Council Health Committee. ORDINANCE NO. OF 2018 An Ordinance Amending Chapter 5, Section 102 of the Revised General Ordinances of the City of East Orange. -Establishment of Autonomous Board of Health and Human Services- Board member Henry moved to adopt Ordinance No. of 2018. Board member Corbitt seconded the motion. After the roll call vote, Ordinance No. of 2018 was adopted unanimously. ORDINANCE NO. 1 OF 2017 (New 1st Reading on 5.15.2018) An Ordinance Amending Chapter 294, Section 2 of The Revised General Ordinances of The City of East Orange “To prohibit the sale of tobacco and nicotine delivery products to persons under the age of 21” Board member Samuels moved to adopt Ordinance No. 1 of 2017 (New 1st Reading on 5.15.2018) Board member Henry seconded the motion. After the roll call vote, Ordinance No. 1 of 2017 (New 1st Reading on 5.15.2018) was adopted unanimously. ORDINANCE NO. OF 2018 An Ordinance Amending Chapter 280, Section 4 of the Revised General Ordinances of the City of East Orange. -Businesses Subject to Mercantile Permit Requirement Board member Corbitt moved to adopt Ordinance No. of 2018. Board member Henry seconded the motion. After the roll call vote, Ordinance No. of 2018 was adopted unanimously. ORDINANCE NO. Board member Corbitt seconded the motion. After the roll call vote, Ordinance No. of 2018 was adopted unanimously.
