Monday, January 9, 2023 at 5:30PM THE CITY OF EAST ORANGE East Orange was founded as a Township in 1863 after separating from Orange. On January 1, 1909 by Special Charter, East Orange was incorporated into a City. The City operates under a Mayor-Council form of government. The City Charter defines the scope of municipal government and is an act of incorporation of East Orange. East Orange derives its authority from enabling laws of the State of New Jersey. These laws authorize the City to manage its affairs in fiscal operation, tax levy, care and protection of public property and to punish for violation of ordinance. OFFICE OF THE MAYOR The Mayor is the executive officer responsible for enforcement of laws and supervision of departments. He has the power to approve or veto resolutions and City ordinances. He also has the power to veto actions of some boards and commissions. The Mayor recommends legislation and delivers annual messages to the City Council on the general state of the City government and its finances. He does not participate in Council Meetings. OFFICE OF THE CITY COUNCIL The City Council is the local legislative body responsible for appropriating funds and enacting ordinances and resolutions governing the City. It is composed of ten members, two representing each of the City’s five wards. Members of Council serve four-year terms with one member being elected every odd year from each ward. Each New Year’s Day/ at the first meeting of the year, the City Council meets to organize for the year. It adopts its rules and selects one of its members to act as Chairperson for the upcoming year. The Council Chairperson presides at all City Council Meetings and appoints Members of Council to standing committees. City Council Meetings are held on the second and fourth Monday of the month. The Committee Meeting (Workshop Session) begins at 5:30 PM. During this session, the Committee Chairs report and introduce legislation for action by the entire body during the Regular Meeting. The Regular Meeting takes place immediately following the Committee Meeting at 6:00 PM. In the event a scheduled City Council Meeting falls on a legal holiday, the Meeting takes place on the succeeding day that is not a holiday. Other Meetings are scheduled as needed. All Council Meetings are open to the public, with the exception of Executive Sessions. Citizens are allowed to address the City Council during a portion of every meeting. Green MAYOR’S COMMUNICATIONS ACKNOWLEDGEMENTS OPEN HEARING OF CITIZENS Pursuant to Article IV, Section 3 of the Rules of City Council, each person wishing to address the Council, shall step up to the microphone, shall give his or her name in an audible tone for the record and unless further time is granted by the Presiding Officer, shall limit remarks to three minutes. All members of the public are expected to conduct themselves in a proper manner. Any derogatory, abusive or threatening statements will not be permitted. CITY COUNCIL MEETINGS City Council Meetings are typically held on Monday evenings. The Annual Meeting Schedule is established at the City Council’s January Reorganization. When a City Council Meeting falls on a legal holiday, the meeting is held at the same time on the next day. All Council Meetings are open to the public, with the exception of Executive Sessions. Citizens are allowed to address the City Council during a portion of each meeting. COUNCIL MEETING PROCEDURES At its Regular Meeting, the City Council takes action on items discussed at a Committee Meeting (Workshop/Agenda Session). The Regular Meeting Agenda is established at the Committee Meeting. ADDRESSING THE COUNCIL The public is invited and encouraged to address the City Council during the Hearing of Citizens portion of every Meeting. Citizens are also given an opportunity to speak during the Second Reading of Ordinances in which the remarks are limited to the subject matter detailed in the ordinance. Citizens wishing to speak before City Council should: • Approach the microphone located in the front of the Council Chambers. • Sign the citizen register (name and address) located on the podium. • Speak in a clear and audible tone; begin comments by stating your name and home address. • Personal attacks, foul or abusive language will not be tolerated under any circumstance. • Comments are limited to three minutes per citizen unless permitted by the City Council Chairperson.
