The City Clerk determined.there was a quorum and the meeting commenced at 10: 08
AM.

THIS MEETING, WHICH CONFORMS WITH THE PROVISIONS OF
THE OPEN PUBLIC MEETINGS LAW, CHAPTER 213, P. L. 1975, IS A
SPECIAL CITY COUNCIL MEETING. NOTICES HAVE BEEN FILED
WITH OUR OFFICIAL NEWSPAPER WITH THE CITY CLERK AND
POSTED ON THE REGULAR BULLETIN BOARD. THIS MEETING
WILL BE CONDUCTED VIRTUALLY, STREAMING ON FACEBOOK
LIVE AT FACEBOOK.COMIEOCITYCOUNCIL. RESIDENTS WERE
ALLOWED TO SUBMIT WRITTEN PUBLIC COMMENTS OR

A. FINANCE
Councilman Leneus motioned for an executive session on personal, litigation, and
contract matters. Councilwoman Holman seconded the motion.
A roll call was taken:

Holman, Councilwoman Garrett- Ward, Councilman James,

X. HEARING OF CITIZENS
1. Brother Lamar provided copies of comments from previous meetings, which
were given to Council members.
2. Virginia Jeffries expressed concern that the notice for the City Council meeting
does not specify the deadline for submitting emails for the Open Hearing of
Citizens. She questioned why this information was omitted from the public
notice and whether it would be corrected for the upcoming Special Meeting on
November 16, 2024. Additionally, she inquired about the personnel matters to
be discussed, asking if they pertain to contract negotiations, layoffs,
terminations, EOBE shared agreements, budget issues for the City of East
Orange, or other topics. Jeffries also raised questions about the frequency of

Special Meetings being scheduled on short notice and whether the East Orange
City Council( EOCC) would keep citizens informed on their website promptly.
Lastly, she asked if any of these meetings would be made public and, if not, the
reasons behind that decision.
City Clerk City Clerk Cynthia Brown stated that the public notice specifically
indicates, " Questions or comments for November 16, 2024, should be provided
by 9: 30 a. m." She also clarified that in previous meetings, the public notice
indicated that questions or comments should be submitted by 5: 30 p. m.
XII. ADJOURNMENT
There being no further business, Councilman James moved to adjourn. The motion was
second by Councilwoman Holman and the meeting was ad' turned at 2: 20 PM.
