Green, Mayor MAYOR’S COMMUNICATIONS ACKNOWLEDGEMENTS OPEN HEARING OF CITIZENS Pursuant to Article IV, Section 3 of the Rules of City Council, each person wishing to address the Council, shall step up to the microphone, shall give his or her name in an audible tone for the record and unless further time is granted by the Presiding Officer, shall limit remarks to three minutes. All members of the public are expected to conduct themselves in a proper manner. Any derogatory, abusive or threatening statements will not be permitted. The Chair will immediately rule such conduct out of order and terminate any further comments. BENEDICTION Reverend J. The Annual Meeting Schedule is established at the City Council’s January Reorganization. When a City Council Meeting falls on a legal holiday, the meeting is held at the same time on the next day. Other meetings are scheduled, and changes are made as needed. All Council Meetings are open to the public, except for Executive Sessions. Citizens are allowed to address the City Council during a portion of each meeting. COUNCIL MEETING PROCEDURES At its Regular Meeting, the City Council acts on items discussed at a Committee Meeting (Workshop/Agenda Session). The Regular Meeting Agenda is established at the Committee Meeting. ADDRESSING THE COUNCIL The public is invited and encouraged to address the City Council during the Open Hearing of Citizens portion of every meeting. Citizens are also given an opportunity to speak during the Second Reading of Ordinances in which the remarks are limited to the subject matter detailed in the ordinance. Citizens wishing to speak before City Council should: • Approach the microphone located in the front of the Council Chambers. • Sign the citizen register (name and address) located on the podium. • Speak in a clear and audible tone; begin comments by stating your name and home address. • Personal attacks, foul or abusive language will not be tolerated under any circumstance. • Comments are limited to three minutes per citizen unless permitted by the City Council Chairperson.
