Airport Advisory Committee (AAC) Minutes Monday, June 8, 2026 Main Lobby 2085 Co Rd L, East Troy, WI 53120 Call Meeting to Order; Pledge of Allegiance Roll Call: Chairperson Wisniewski called the meeting to order at 6:01 p.m. Present: Joe Wisniewski, Sean Plastine, JD Schreib, and Mike Starck Absent: Kim Weckerly Airport Manager: Doug Gauger Others: Doug Nielson Citizen Participation Sam Thier W274S8705 Lakeside Dr, Mukwonago, WI 53149: Sam Thier expressed concerns regarding unauthorized vehicles accessing and operating on airport property. He stated that approximately 15 vehicles were recently observed on the airfield and noted that individuals are bringing unauthorized vehicles onto airport grounds. Mr. Thier referenced the club's website, which states, “Come to East Troy to fly with us,” and indicated that he believes this invitation may be contributing to increased activity at the airport. He expressed concern that there are “too many people out here” and that the presence of unauthorized vehicles and increased traffic on the airfield creates a greater potential for near-miss incidents and collisions. Approval of Minutes A motion to approve the April 13, 2026, meeting minutes was made by Board Member JD Schreib and seconded by Board Member Mike Starck. The motion passed unanimously. Regarding the May 2026 meeting: There was not enough Board Members in attendance to have a quorum. Therefore, the meeting was cancelled. Airport Manager’s Report o Introduced the new Village Board representative to the Board. o Fuel prices at our airport remain aligned with Burlington’s rates: • Avgas: $5.99/gallon • Jet A: $5.69/gallon o Fuel sales for the period April 14 through June 8 totaled: • 8,868 gallons of Avgas • 2,403 gallons of Jet A • (This reporting period covers two months because the last meeting was missed.) o During the same period last year, fuel sales were: • 5,925 gallons of Avgas • 2,411 gallons of Jet A o Received 4,000 gallons of Jet A on May 5 and another 4,000 gallons on June 2. o Hoping to see a reduction in Avgas pricing after reviewing the latest fuel costs from Titan Aviation Fuels. o Grass mowing operations are increasing due to recent rainfall and accelerated turf growth. o Weed spraying has been completed throughout the airport property for the time being. Additional treatment may be required later this year. o Fire inspections are progressing well, with approximately 10 inspections remaining.  o The fire inspector noted the Village must install exit lighting and replace the service doors in the T-hangars. Work on these items has begun. o All T-hangars are currently fully occupied. o Derek Gauger from the Village will be obtaining his ABC Fuel Tank Certification to serve as a backup fuel system operator. Unfinished Business 1. Airport Layout Plan, Master Plan, and Planning Advisory Committee a. There is no new update on the Airport Layout Plan at this time. We are still awaiting feedback and guidance from the State. b. Discussions continue regarding the acquisition of a new loader and financing options related to the proposed airport expansion project. Further information will be provided as it becomes available. 2. Underwing Fueling Hook-up for Jet A a. There is no significant update regarding the underwing fueling hook-up for Jet A aircraft. b. Doug obtained pricing information for the equipment and installation. c. The estimated cost is approximately $10,000, which is currently considered too high to justify the purchase based on anticipated usage and return on investment. d. At this time, no further action is planned on the project. 3. Summer Social Activities at the Airport a. Board Member JD Schreib will continue reaching out to individuals who may be interested in organizing a summer event at the airport. b. No event plans have been finalized at this time, and the item remains pending. c. Additional information will be provided as planning progresses and potential organizers are identified. New Business 1. Chris Freeman presented, on behalf of Roger Keifer, a proposal to establish a flight school at the FBO. The proposed school would provide flight training opportunities and generate additional airport activity while supporting local businesses through increased traffic and aviation-related services. A mechanic who resides in Elkhorn would operate out of the FBO to provide aircraft maintenance support. The proposal also includes hosting community events to encourage public involvement and strengthen connections between the airport and the local community. It was noted that the two offices located in the back of the FBO would be sufficient to meet the operational needs of the flight school. Adjourn: A motion to adjourn was made by JD Schreib and seconded by Mike Starck. The motion passed unanimously at 6:54 PM. Next Meeting: 7/13/2026 at 6:00 PM at the FBO.
