COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY August 28, 2019 Page 1 of 2 Call Meeting to Order Roll Call Vice Chairperson Holm called the meeting to order at 6:00 p.m. Present: Mary Nicoson, Benny Stichmann, Jim Holm, Alex Alger Excused: Tony LaShay, Scott Seager, Erin Seaverson Others: Eileen Suhm Public Comment None. Approval of Minutes Minutes dated July 22, 2019 Motion by Alex Alger, second by Benny Stichmann approve the minutes dated July 22, 2019. Motion carried. Old Business 1. Update regarding Main Street revitalization and potential redevelopment efforts a. Update from Broker Craig Friemoth of Anderson Commercial Group updated the CDA regarding listings along Main Street. b. Update regarding Board discuss related to Main Street repaving project The CDA was updated by Eileen Suhm on the potential plans for improvements on the Village Square as well as the Main Street repaving project. The Village Board reviewed conceptual plans of the square at their August 26, 2019, meeting. Potential improvements under consideration to be included with the 2021 repaving project include additional crosswalks, pedestrian islands, trees, and expanding the depth of the sidewalks in front of the buildings. Design work will be completed in 2020 for this project. 2. Discussion with Derek D’Auria, Executive Director of Walworth County Economic Development Alliance (WCEDA) regarding available resources for development efforts Derek D’Auria explained services WCDEA offers to local communities and the county which included items such as revolving loan fund administration, workforce development programs, administrative support for CDAs, administrative support for the Tri-Troy Alliance, housing surveys, a building fee comparison they performed for the City of Elkhorn, development resources market study, and wage surveys. He also discussed how WCEDA can assist local business or startups and resources for these businesses. 3. Discussion and possible direction regarding methods to inform public about CDA a. Clarification regarding website options discussed at 7/22 meeting b. The CDA discussed options for a website which included potentially contracting out this service. Follow up information regarding signage to promote the square and potential for historical designation Discussed the determination the square did not qualify for attraction signage because it is not an entity. It was questioned what that definition of entity is. 5. Recommendations for future agendas a. TIF presentation – Eileen Suhm will add this to a future agenda when she has the presentation ready. b. Tree Program c. Property Maintenance – Jim Holm suggested this be added for future discussion of ways to prevent deterioration of properties. New Business 1. Discussion regarding prioritizing projects based on ideas discussed at prior meetings 2. Discussion related to meeting frequency The general consensus was to continue monthly meetings. Benny Stichmann suggested a public forum where ideas or chat room could be a part of a future website, but questioned whether there was a way to do this that would comply open meetings laws. Eileen Suhm will discuss this the Village Attorney. Also discussed productivity of meetings and Level 10 meeting formats.
