Call Meeting to Order
Roll Call
Vice Chairperson Holm called the meeting to order at 6:00 p.m.
Present: Vice Chairperson Jim Holm, Commissioners Benny Stichmann, Trustee Alex Alger,
John Isleb, Mary Nicoson, President Scott Seager
Absent: Chairperson Tony LaShay
Others: Eileen Suhm, Administrator/CDA Executive Director

Approval of Minutes
Minutes dated April 27, 2020
Motion by Trustee Alger, second by Commissioner Isleb to approve the minutes. Motion carried.
Old Business
1. Consideration of message to be delivered for downtown square businesses
This item was tabled until the next meeting.
New Business
1. Annual election of officers (Chairperson, Vice-chairperson, and Treasurer)
Motion by President Seager, second by Trustee Alger to appoint Jim Holm to Chairperson.
Motion carried.
Motion by Trustee Alger, second by President Seager to appoint Benny Stichmann to Vice
Chairperson. Motion carried.
Motion by Trustee Alger, second by Commissioner Stichmann to appoint Commissioner
Nicoson as Treasurer. Motion carried.
2. Review of responses to RFI for 2919 Main Street
Jamie Rohrer and Vanessa Lenz presented their ideas for the property. The submittal
proposed a two-phase process with the first restoring the existing building and repurposing it
as a design studio, print shop, storefront, and visitor center for the tourism arm of the
Chamber of Commerce. The second phase would include erecting a two-story building behind
the already existing building with expansion of the first-floor plans for proposed uses and two
apartments on the second story. Owners of the building would be the Rohrer Brothers with
the Chamber leasing space.
Jeff and Vicki McKone presented their ideas for the property. They proposed razing the
existing building and constructing a new 3,500 square-foot one-story building comprised of
two retails spaces. The uses proposed included a bakery and meat shop. The bakery would
include a drive-up window. Mr. McKone shared their relationship and knowledge of the
potential tenants for the spaces, noting he is confident in their commitment to the project. If

they are selected for the project they would like to be open by summer of 2021. The new
building would be located closer to Main Street.
Speaking to both applicants, Commissioner Stichmann stated when the CDA first decided to
pursue this project the desire to see the most value was discussed (both dollar value of the
property and the value the use brings to the community). He stated he would like to see a
new building constructed with a second story. He believes this type of building will bring more
value. Discussion included a new building mirroring the setbacks of other properties on the
square and the poor condition of the existing building.
The CDA expressed their appreciation for the submittals and were happy with both ideas
submitted. Applicants were reminded to review the downtown design district standards as
they move into the proposal phase of the project. The idea phase of the project was to
eliminate ideas that will not work, which was not the case with either submittal. Both
applicants were encouraged to enter the proposal phase with the August 14, 2020, deadline.
The CDA discussed if additional proposals are submitted, they will consider them along with
the proposals from the two applicants reviewed at this meeting. Any new proposals will not
have an initial review of their idea.
3. Update regarding launch of façade grant program and request for clarification regarding
ineligible improvements related to residential units
Executive Director Suhm reviewed the launch of the program in interest already expressed in
the program. CDA members discussed the question related to façade improvements in multi-
use properties. An example was given of a building with the rear facing Union Street where
façade improvements would be partially attributed to a residential unit exterior. CDA
members discussed this could be addressed for the grant to apply to exterior improvements
and limited to certain zoning districts, not in residential zoning but applying to mixed uses in
other zoning district. Direction was to provide clarification within the document.
4. Review of priority list with possible recommendations for future
