Call Meeting to Order
Roll Call
Chairperson Holm called the meeting to order at 6:05 p.m.
Present: Chairperson Jim Holm, Commissioners Benny Stichmann, Trustee Alex Alger, John
Isleb, Mary Nicoson, President Scott Seager
Absent:

Approval of Minutes
Minutes dated July 28, 2020
Motion by Commissioner Nicoson, second by Commissioner Alger to approve the minutes dated July
28, 2020. Motion carried.

New Business
1. Review of proposal submitted in response to 2919 Main Street Request for Proposals
Vickie McKone reviewed the plans for a two-tenant building. The building includes a
restaurant with sushi and taco cuisine as well as a bakery. The restaurant for the two cuisines
is a shared dining area and kitchen. The plans incorporated outdoor seating in front of the
building as well as rooftop dining covered by a pergola. T
he potential restaurant tenant was present and introduced himself, sharing his background,
restaurant experience, and information about his two existing restaurants in Illinois. He stated
they are expecting 35 employees (includes 15 to work upper patio). The baker is committed
and it was estimated would employ four to five people. The hours of operation for the bakery
would be approximately 7:00 a.m. through the lunch hour. In the afternoons it is anticipated
the bakery will work on custom orders. The restaurant hours are anticipated to be 11:30 a.m.
to 9:00 or 10:00 p.m. The draft plans were discussed, and it was recommended the south
elevation be reviewed for enhancements. This will likely be something the Plan Commission
requests. Staff will get liquor license information for the restaurant tenant.
2. Review of priority list with possible recommendations for future items
No discussion of this item.
3. Discussion regarding September meeting date
Executive Director Suhm explained the Village Board will be holding a meeting on the fourth
Monday, September 28. The CDA discussed the next meeting date of September 29, 2020

The CDA will take up a motion to go into CLOSED SESSION pursuant to Sec. 19.85(1)(e),Wis. Stat.,
deliberating or negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining reasons require a
closed session: specifically to discuss the proposed purchase of property and a potential
development agreement.
Motion by Commissioner Nicoson, second by Trustee Alger to adjourn to closed session
pursuant to Sec. 19.85(1)(e),Wis. Stat., deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session: specifically to discuss the proposed
purchase of property and a potential development agreement.
Reconvene in Open Session
The CDA reserves the right to go back into OPEN SESSION, possibly take action on the item
discussed during the closed session
No action was taken in open session.
